About this opportunity

Air Mobility Command, on behalf of Travis Air Force Base 60th Operations Support Squadron, intends to solicit an RFQ for eight L3Harris AN/PRC-163 Falcon IV handheld radios, with anticipated award on or about August 28, 2026. This is a sole-source procurement with L3Harris Technologies Inc.; no set-aside applies.

The AN/PRC-163 is the only handheld radio possessing built-in capability to meet AFTTP 3-3 cryptographic and waveform mandates. It interfaces directly with the USAF's AN/PYQ-10 Simple Key Loader to load mission-critical telemetry and is the only transceiver capable of maintaining simultaneous multi-band connectivity with the KC-46 tanker fleet across VHF/UHF LOS, SINCGARS, Havequick I/II, UHF SATCOM, and future SATURN waveforms. No other commercial radio possesses the hardware integration to bridge these systems without introducing cyber and operational vulnerabilities.

Delivery is required 60 days after receipt of order to Travis Air Force Base, 401 Burgan Boulevard Bldg P-4, RM 178, Travis, California 94535. The radios must include Denali-based Type 1 Suite A/B encryption with Trust Anchor capability, frequency coverage across VHF low (30–88 MHz), VHF high (118–174 MHz), UHF (225–512 MHz), and SATCOM bands, and support 99 standard net presets with unlimited capability via multiple mission files. The procurement includes eight primary batteries, eight backup batteries, and eight charging stations. Award basis is technical and price under firm-fixed-price purchase order. All shipping and handling charges must be included in pricing. Quotation responses are due by August 14, 2026.

8. Competitive Status IAW RFO 5.101(c)(4)(vii): This procurement is executed as a sole-source acquisition with L3Harris Technologies Inc. because the AN/PRC-163 Falcon IV is the only handheld radio possessing the built-in capability to meet the strict cryptographic and waveform mandates of AFTTP 3-3. To secure near-peer communications, the AN/PRC-163 interfaces directly with the USAF’s AN/PYQ-10 Simple Key Loader (SKL) to load mission-critical telemetry. Additionally, it is the only transceiver capable of maintaining simultaneous, multi-band connectivity with the KC-46 tanker fleet across its primary radio networks—including VHF/UHF LOS, SINCGARS, Havequick I/II, UHF SATCOM, and future SATURN waveforms. Because no other commercial radio possesses the hardware integration to bridge these vital systems without introducing severe cyber and operational vulnerabilities, L3Harris is the sole source capable of fulfilling this requirement.

9. Qualification Requirement: Must be authorized to supply the required items.
