About this opportunity
The Defense Health Agency (DHA) Medical Logistics Division and Defense Logistics Agency (DLA) Troop Support Medical/Surgical Prime Vendor program are establishing a Qualified Suppliers Listing (QSL) for skin staplers. The pre-solicitation notice indicates that the agency seeks sterile, single-patient use skin staplers with various handles, preloaded with stainless steel staples in regular and wide sizes, specifically for external skin closure. Vendors must have or be in the process of obtaining a Distribution and Pricing Agreement (DAPA) and a commercial agreement with current Medical/Surgical Prime Vendors Cardinal Health and Owens & Minor. To be eligible, vendors must have an active SAM registration, provide a CAGE Code, and ensure all proposed items are manufactured in a Trade Agreements Act (TAA) Compliant Country. The QSL Announcement is anticipated to be released on SAM.gov on or about February 9, 2025, with the primary objective of soliciting information and products for evaluation.
No specific set-aside designation was noted for this procurement. The solicitation excludes skin staplers with reloadable, reprocessed, absorbable, or rotating head features, and emphasizes that products must not be made with natural rubber latex. While no specific award value or budget range was disclosed, the initiative is part of the larger Medical/Surgical Prime Vendor (MSPV) program executed by DLA Troop Support's Directorate of Medical Materiel. The QSL will ultimately serve as the basis for a separate Standardization Action resulting in an Incentive Agreement. Vendors must complete a DAPA TAA Certification and will be evaluated based on their ability to meet the technical specifications and compliance requirements. The current notice is purely informational, and no responses or inquiries are appropriate at this time, with full details to be published electronically on SAM.gov when the QSL Announcement is issued.

Update #1 ·
The Defense Health Agency (DHA) Medical Logistics (MEDLOG) Division Medical Materiel Enterprise Standardization Office (MMESO) and Defense Logistics Agency (DLA) Troop Support Medical/Surgical Prime Vendor (MSPV) program anticipate issuing a Sources Sought notification for the establishment of a Qualified Suppliers Listing (QSL) for Skin Staplers through the SAM.gov website on or about 09 February 2025. This is not a request for quote or proposal.
Examples of items for this Skin Staplers product line could include but are not limited to: sterile, single patient use skin staplers with various handles, preloaded with stainless steel staples, in regular and wide sizes. These products are intended to be used for external skin closure. The skin staplers with reloadable, reprocessed, absorbable, or rotating head are excluded from this project. Products are not made with natural rubber latex.
The primary objective of this effort will be to solicit information and products for evaluation in order to create a QSL. The subject QSL will be the basis of a separate Standardization Action (SA) resulting in an Incentive Agreement (IA). This initiative will be part of the MSPV program which is executed by the DLA Troop Support, Directorate of Medical Materiel.
To participate in the QSL process vendors must have or be in the process of obtaining a Distribution and Pricing Agreement (DAPA) and a separate commercial agreement with the current Medical/Surgical PV for each MMESO Area of Responsibility (AOR), i.e., Cardinal Health, and Owens & Minor. Vendors must validate that their account is Active in the System for Award Management (SAM) and provide Commercial and Government Entity (CAGE) Code. For additional information regarding DLA Troop Support’s MSPV program, please access the DLA web site at https://www.medical.dla.mil.
All items proposed to be included in this QSL must be on DAPA for the DLA Troop Support MSPV program. The MSPV Program requires that all items be manufactured in a Trade Agreements Act (TAA) Compliant Country (as defined by FAR 52.225-5), unless it is determined that no functionally equivalent item is available from a compliant source. To be eligible for inclusion in the proposed QSL, all vendors are required to complete the DAPA TAA Certification. Detailed information about the QSL requirements will be provided in the QSL Announcement.
The purpose of this Notice of Intent to Establish a Qualified Supplier List is to inform qualified entities interested in providing these services that the release of the QSL Announcement is imminent. Upon issuance of the QSL Announcement, all relevant information will be available electronically on the SAM.gov website.
This Notice of Intent to Establish a Qualified Supplier List is for information purposes only. This is not a request for submission of proposals or qualifications. RESPONSES OR OTHER INQUIRIES ARE NOT APPROPRIATE AT THIS TIME.
