About this opportunity
The Defense Logistics Agency Land and Maritime (Weapons Support) is conducting market research to identify qualified suppliers for an Indefinite Delivery Indefinite Quantity (IDIQ) contract to supply shipping drums. This pre-solicitation notice seeks capability information from organizations interested in providing three specific drum types: 5-gallon drums, 55-gallon open head drums, and 55-gallon closed head drums, all compliant with 49 CFR testing and marking standards for non-bulk packaging. Interested vendors must submit organizational information including CAGE code, company details, and capability statements demonstrating their ability to manufacture and deliver the specified drums to Puget Sound Naval Shipyard in Bremerton, Washington. The government will use the submitted capability information to conduct market research that will inform the ultimate procurement methodology; this is not a formal request for proposals and submission is entirely voluntary with no financial obligation to the government. All capability statements and responses must be submitted via email to tricia.wintersteen@dla.mil no later than 5:00 a.m. PST on December 31, 2025.
This procurement carries no set-aside designation and no incumbent contractors are identified in the pre-solicitation notice. The anticipated contract structure includes a base year plus four option periods with varying quantity requirements across the three drum types; total quantities specified include 44,205 units for one type, 24,864 units for another, and 4,420 units for the third across all contract periods. The specific budget or award value is not disclosed in the pre-solicitation materials. The drums must meet detailed technical specifications including specific gravity of 1.5 minimum, hydrostatic pressure of 300, and 20-gauge steel construction, with palletization requirements on 40" x 48" or 48" x 48" pallets allowing four-way entry and secured placement to prevent movement during shipment. The applicable NAICS code is 332439 (Other Metal Container Manufacturing) with Product Service Code 8110 (Drums and Cans).
