The Library of Congress has awarded four (4) indefinite-delivery, indefinite-quantity (IDIQ) contracts allowing for issuance of firm-fixed price orders pursuant to FAR subpart 16.5 and the ordering procedures contained in the contract, for Serial subscription services for FEDLINK customer agencies to include the placement of new and renewal subscriptions to single or multiple addresses for domestic and foreign serials and periodicals published in paper and other formats, and for related services to include basic subscription service and optional support services.
In accordance with 2 U.S.C. § 182c (f)(1)(A), Federal entities in the executive branch (including Department of Defense agencies), the legislative branch, and the judicial branch, independent agencies, and Federal agency contractors that are authorized to use Federal sources of supply under FAR subpart 51.1 are authorized to place orders under these contracts.

Amendment 15

Amendment 8 to RFP LCFDL15R4000 provides changes to the RFQ 010 CTCV as follows:
This amendment provides:
(1) a revised title list for CTCV, see attachment "010 CTCV Attachment A-C revised 8-27-15," which deletes language in the notes section of titles #116-125 regarding negotiated pricing; and
(2) attached revised "RFQ LC16Q-FS001-029 Questions and Answers (amendment 8)," which updates the answer to Question no. 14 (CTCV), regarding RFQ LC16Q-FS010 CTCV Title List (revised 8-26-15), as follows:
"The publisher, Wiley, has indicated that pricing negotiated by the FEDLINK library is not required for titles #116-125 on 010 CTCV Attachment C (revised 8-26-15). Please price these titles as usual."

Amendment 3 provides changes to Section M.3.1 and M.5 of the solicitation, as follows:
M.3.1. The Library anticipates issuing multiple awards resulting from this solicitation.
M.5. Task Order Evaluation: The Government will evaluate task order quotations or offers based on the evaluation criteria set forth in each task announcement, including Fulfillment, Transition, and Price in descending order of significance.
The Government will evaluate the level of Fulfillment based on the percentage of titles that each offeror is able to offer relative to the number of titles required. The Government will evaluate each offeror's transition plan to determine the level of risk to successful continuation of services, including the likelihood of the offeror being able to deliver titles on schedule, to provide information and reports in a format and at a frequency required by individual member libraries consistent with existing IT systems, the capacity to place orders and process changes to orders in a timely and accurate manner, and the impact the transition is expected to have on Library resources including re-configuring existing IT systems and re-training Library staff.
The Library may establish a competitive range following initial evaluation for purposes of economy and efficiency based on the evaluation of the base IDIQ contract proposals. If the Library establishes a competitive range, evaluation of task order proposals submitted in response to this solicitation may be limited to task order proposals from offerors remaining within the competitive range. Task orders will be awarded after IDIQs are established.

The Library of Congress/FEDLINK intends to issue a Request for Proposal (RFP) for Multiple IDIQ contract awards. The period of performance of the contracts will be for a Base Year plus 4 Option Years. The requirement is for new and renewal subscriptions to single or multiple addresses for domestic and foreign serials and periodicals published in paper and other formats, and for related services for FEDLINK member agencies. Optional services may include fixed-price invoicing, average price index, journal check-in, missing issues, and electronic data exchange. Services will be used by federal libraries and information centers worldwide. Products and services purchased under this solicitation shall be for official Government use only. The requirement is divided into three lots. The three lots are: (a) Lot 1 - Basic Subscription Order and Renewal Services. Basic order and renewal services include placing new and renewal orders for subscriptions to serial publications in all media and pre-paying publishers, providing administrative assistance in claiming and other routine areas of communication with publishers regarding serial publications, and providing management reports and related assistance in managing subscriptions. (b) Lot 2 - Optional Services. Optional services cover a range of serials subscription-related products and services which libraries may require in addition to basic subscription order and renewal services described under Lot 1, for example checking in journal issues or providing MARC serial record data in electronic format to load in the customer's local system. (c) Lot 3 - Specialized Electronic Access Services. Vendors may offer access to electronic publications (e-journals) and related systems for managing access to electronic subscriptions and articles via the Web. Vendors may also provide such electronic services as ILS integration services, links resolution and management, licenses access and management, special customized collection reports, etc. Subscriptions to journals in electronic and all other formats are covered under Lot 1. The RFP #LCFDL15R4000 will be posted on or about May 11, 2015. The anticipated closing date is June 1, 2015.
