ATTACHMENT “A” Page 1 of 1 “Transfer Pay – Excerpt from FEDLINK Customer Guide”

TRANSFER PAY

(a) Registration. Customers indicate their intent to use LC/FEDLINK contract vehicles by completing the online registration form on the FEDLINK website at www.loc.gov/flicc, indicate how they intend to transfer service dollars to LC, and establish the funding level for their services by submitting an annual FEDLINK registration form. Prospective customers may register any time during the fiscal year until a cutoff date specified by FEDLINK.

(b) Pre-Order Competition. The first time a Customer requests subscription services under this contract, they must provide preliminary requirements to FEDLINK (for Transfer Pay) or local contracting office (for Direct Pay) including a representative list of subscriptions to be ordered, and the associated "ship to" addresses.

(c) Vendor Quotation. Price quotes in response to an RFQ will indicate publisher’s list price at the time of the quote. Additional fees cannot be added to the publisher’s list price. Service fee and any volume discount applied should be included as separate prices. While publisher’s price must be indicated for each title, service fee and volume discount may be shown as a single percent and a single volume discount for the entire renewal list, with the total for the quote supplied. Estimates for "bill later" items and estimates for inflation projections will be included. Service fee percent and discounts will be binding as quoted. If publishers prices change before firm orders are placed, invoiced, or item is published, the actual prices charged to the Customer may reflect those changes insofar as it reflects industry standard practice.

(d) Changes to List or Requirements. Pre-order competition may need to be re-competed if the Customer changes a title mix by dropping or adding a significant number of titles or changing the format (print to online, for example) after the quote is accepted by the vendor and a) the original competed requirements are significantly changed, or b) the changes affects the Vendor's service fee.

Option Years. Issued Orders may include option years. If the Library exercises option years for the overall FEDLINK contract, transfer pay customers may exercise option years for their Orders. Direct Pay agencies are invited to exercise option years for their orders, but must abide by their local procurement policy in so doing.
