About this opportunity
The Department of Homeland Security's Science and Technology Directorate is seeking biometric technologies for screening travelers at U.S. ports of entry through this Request for Information (RFI). DHS requires validated biometric solutions that can seamlessly integrate into existing port infrastructure while automatically detecting, collecting, and comparing biometric information against trusted traveler and watchlist databases without creating operational bottlenecks. The technologies must operate with minimal supervision, confirm individual identities in various positions including standing, walking, and in vehicles, and function effectively in challenging environmental conditions while alerting on derogatory encounter histories. Selected respondents will participate in a virtual Assessment Event scheduled for October 7-9, 2025, where they will present one-on-one pitches to the DHS assessment panel. Critical dates include a Q&A session on September 12, 2025, and a white paper submission deadline of September 21, 2025.
This opportunity does not utilize any set-aside designations and is open to participants from industry, academia, and national laboratories. No incumbent contractors or specific award values are mentioned in the documentation. Successful participants in the assessment event may be eligible for various agreement types, including research and development agreements, Other Transaction Authority (OTA) contracts, cooperative research agreements, or traditional procurement contracts. The RFI is facilitated through the Homeland Security Innovation Hub (HSWERX) in partnership with DHS's Technology Transfer and Commercialization Branch, indicating a focus on innovative technology solutions rather than traditional procurement approaches. The virtual format of the assessment event suggests flexibility in accommodating multiple potential vendors while maintaining efficiency in the evaluation process.
