About this opportunity
The Internal Revenue Service (IRS) is seeking a secure courier service to transport cash remittances from 100 Taxpayer Assistance Centers (TACs) nationwide to Treasury General Account bank cash vaults. The procurement requires an armored professional courier service capable of daily and special pickups, with vendors needing to provide armed professional guards, secure vehicles, and comprehensive logistical support. Vendors must submit a detailed capabilities statement limited to 5 pages, documentation of relevant contracts from the past 5 years, and industry feedback addressing specific operational considerations. The IRS will prioritize prime contractor experience and allows for subcontractor partnerships or teaming arrangements to meet all contract requirements. Responses are due by December 16, 2024 at 1:00 PM ET, with submissions to be emailed directly to Tujuannah Strickland at the provided IRS contact email.
The contract falls under NAICS category 561613 for Armored Car Services and PSC code R602 for Administrative Support Courier/Messenger services. There is no specific set-aside designation for small businesses or disadvantaged vendors. The contract structure includes one base year with four potential one-year option periods, indicating a maximum potential contract duration of five years. Vendors must demonstrate significant operational capabilities, including providing armored vehicles, armed personnel with FBI background checks, and firearms certifications. Insurance requirements include $500,000 per occurrence for general liability, and contractors must maintain comprehensive quality assurance and disaster contingency plans. While specific award value is not detailed, the widespread service requirement covering 100 TACs suggests a significant potential contract scope.
