About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure Seam Filler Sealant, a preservative and sealing compound classified under PSC 8030. This procurement requires engineering source approval by the design control activity to maintain part quality, indicating that the successful contractor must possess unique design capabilities, specialized engineering skills, and manufacturing knowledge that are not readily available elsewhere. Potential contractors must qualify in accordance with the design control activity's procedures and receive approval from the cognizant Government engineering activity responsible for the part's application. The evaluation process emphasizes the contractor's ability to meet existing technical specifications and maintain quality standards established for this component. The pre-solicitation notice was posted on March 3, 2026, with a response deadline of April 3, 2026, providing interested parties one month to prepare their submissions and gather necessary documentation.

This procurement carries no set-aside designation, meaning all eligible contractors may compete regardless of business size or ownership status. The specific part being procured is identified by NSN 1H-8030-017032619, TDP VER 001, REF NR PHL-SFXXCA688SK, with a required quantity of 2,400 kits for delivery on a Free on Board (FOB) Origin basis. While the notice does not identify current contractors or provide explicit award value information, interested parties can access relevant Military and Federal Specifications, Standards, Qualified Products Lists, and other technical documentation through the DoD Single Stock Point at the Document Automation and Production Service in Philadelphia, Pennsylvania, or through the ASSIST-Online database at http://quicksearch.dla.mil/. The emphasis on engineering source approval and qualified sourcing procedures suggests this is likely a follow-on or replacement procurement for an existing approved supplier, though alternate sources may qualify through established Government procedures.
