About this opportunity
The Defense Logistics Agency Aviation is soliciting competitive bids for 25 metallic seals for aircraft bearing compartments (National Stock Number 2840-01-308-3707), classified as a critical safety item for F100 series turbine engines. These seals must be manufactured from specified nickel alloy materials (AMS 5596, AMS 5662, and AMS 5666) and comply with ISO 9001-2008 quality standards and Buy American Act provisions. Contractors may submit offers under two bidding approaches: Bid A, which requires comprehensive first article testing including destructive and non-destructive testing of sample units, or Bid B, which does not require first article testing. Award will be made on a best value basis using performance-price tradeoff procedures, with evaluation criteria including technical acceptability, price, past performance, and small business participation. The solicitation closing date is December 19, 2025, with all offers due by 3:00 PM on that date.
This solicitation includes no set-aside designations for small businesses or other designated groups. The procurement quantity ranges from a minimum of 7 units to a maximum of 41 units, with the primary requirement of 25 seals. Delivery is required by March 31, 2026, to DLA Distribution Depot in Oklahoma and the Department of the Air Force at Tinker Air Force Base. Contractors must submit inspection and acceptance documentation through the Wide Area Workflow (WAWF) system and are required to comply with specific packaging standards (MIL-STD-129 Revision R and MIL-STD 2073-1 Revision E) and submit a First Article Test Plan within 30 calendar days of contract award, followed by the First Article Test Report within 120 calendar days of government approval. The place of performance for this contract is within the United States, with manufacturing and testing activities to be conducted domestically.
