About this opportunity
The National Oceanic and Atmospheric Administration's Pacific Marine Environmental Laboratory (PMEL) has issued a Special Notice announcing its intent to conduct a sole source procurement for two ECO V2 fluorometers from Sea-Bird Electronics, Inc., located in Bellevue, Washington. The equipment will be delivered to Seattle, Washington, with a required delivery date of September 30, 2025. NOAA is utilizing the sole source authority under FAR 13.106-1(b)(1) based on compatibility requirements with existing systems and equipment. The procurement is specifically for PMEL's Ecosystem & Fisheries-Oceanography Coordinated Investigations (EcoFOCI) group, which has been using Sea-Bird equipment for over 35 years and ECO-fluorometers for more than 20 years. The agency has determined that Sea-Bird Electronics is uniquely qualified as the manufacturer of the specific instruments required and maintains industry leadership in autonomous, self-cleaning oceanographic fluorometers.
The sole source determination is justified by PMEL's extensive operational integration with Sea-Bird equipment, including custom-built deployment cages, specialized in-house data processing programs, and a dedicated laboratory for instrument servicing and setup. While this is not a request for competitive proposals and no solicitation package is available, firms believing they can fully meet the government's requirements may submit substantiating documentation within 15 days of publication. Any submitted documentation will be evaluated solely to determine whether the procurement should be conducted competitively, though the final determination remains at the government's discretion. Interested contractors must submit written responses only, as oral communications are not acceptable. The procurement falls under NAICS code 334519 for Other Measuring and Controlling Device Manufacturing and PSC code 6640 for Laboratory Equipment and Supplies.
