About this opportunity
The Department of the Navy Naval Surface Warfare Center, Philadelphia Division (NSWCPD) intends to procure Rockwell FFG62 material and software testing upgrades to support ECS LPD31 and LPD32 software testing through a Basic Ordering Agreement (BOA) order under existing agreement N6449824G4001. This procurement covers supplies and services to upgrade the current testing environment to meet the Navy's operational requirements. The Government has determined that Rockwell Automation Inc. is the only responsible source capable of fulfilling these specialized requirements, and therefore intends to award this contract on a sole-source basis under FAR 6.302 authority. While this is not a competitive solicitation, interested parties may submit written responses demonstrating their capabilities and interest in the requirement by March 17, 2026 at 5:00 PM to Timothy Shuman at timothy.r.shuman.civ@us.navy.mil. The Government will evaluate all responses received prior to the deadline to determine whether to conduct a competitive procurement, though the final decision to compete or proceed with sole-source award remains solely within the Government's discretion. The anticipated award is expected in the third quarter of Fiscal Year 2026.
This procurement carries no set-aside designation and represents a follow-on order to the existing Rockwell Automation BOA agreement. Rockwell Automation Inc., headquartered at 1 Allen Bradley Drive in Cleveland, Ohio, is the identified incumbent contractor for this requirement. The notice does not specify contract award values or budget ranges, nor does it provide detailed quantitative specifications for the materials or testing upgrades required. The NAICS classification is Software Publishers (513210), and the PSC category is IT and Telecom support services (7E20). This pre-solicitation notice was posted on March 10, 2026, with a response deadline of March 17, 2026, providing interested parties with a seven-day window to communicate their capabilities and interest in the procurement.
