This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation is attached at this time. The solicitation number is FA8224-15-R-0056 and the solicitation is issued as a request for proposal (RFP). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-82. This acquisition is for a 100% Small Business Set-Aside, under NAICS code 336214.

CLIN 0001, Rivet Minuteman Integrated Life Extension (MILE) Program Trailers (RMT) designed, manufactured and delivered IAW purchase specification dated 11 January 2016 FSC: 2330
CLIN 0002, Option to purchase an additional trailer at CLIN 0001 unit price.
CLIN 0003, Option to purchase an additional trailer at CLIN 0001 unit price.
CLIN 0004, Option to purchase an additional trailer at CLIN 0001 unit price.
All provisions and clauses are listed on the attached SF 1449 solicitation form.
The closing date and time of this solicitation is 19 January 2016 at 10:00 AM (MST).

52.212-2 EVALUATION--COMMERCIAL ITEMS (JAN 1999)
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
1. Price - the total proposed contract price (the total of all contract line item prices)
2. Technical - proposal conforms with the "Purchase Specification Sheet" and delivery schedule. It is the Government's intent to award on an "all or none" basis to satisfy this requirement.
3. Past Performance - acceptable past performance
Technical and Past Performance when combined are of equal importance to Price. Selection will be made utilizing Lowest Price Technically Acceptable (LPTA) evaluation criteria. The Air Force intends to award a single firm fixed price contract to the the LPTA offeror without conducting discussions.
(b) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
