Solicitation FA8224-15-R-0056 Answers to Questions 2
1. There is no mention of the length of the trailer for this. It does give Height and Width requirements.
-- Overall length 48' minimum
2. In section 4.13 Paint Any Mil Spec Requirements on the paint? The spec calls out for White paint in Interior and Exterior.
-- No Mil Specs defined
3. In section 4.13 Is there a specific White ( Paint Chip ) that you want to have this painted . There are 100 different shades of white that could be used?
-- No specific shade defined
4. In section 5.9 you mention a grounding point. Do you just want a grounding lug welded to the trailer or the capability of a grounding lug with a Reel for grounding to earth with a ground rod also supplied?
| -- The only requirement is for a ground point. The customer will |
| use their own ground lead/reel and facility ground point. The grounding lug |
| will be welded to the trailer near the power input. |
5. If you do want a ground Rod do you want us to furnish a Mil Spec Ground Rod and Reel that would be in the governments inventory ? (COTS)

6. In Section 6.1 Man Door . This has no mention of having steps to get to the man door. Does the government want the vendor to supply steps to get to the door with a hand rail that could be stored in the front of trailer?
-- No requirement to provide steps or exterior entrances
7. The Governments Maximum Height is 13' 5" - What is the coupler Height? We must have the coupler Height to assure that we would not be over 13' 5". ( Typically 46" to 49")
-- The couple height shall fall be within 46 - 49"
8. What is the Minimum inside height? ( If not specified you could receive a trailer that is only 12' tall or less)
-- 110" minimum.
9. Front Deck length?
| -- The legacy trailer has a 16' front deck length. This includes |
| the area over the storage box. Any length between 14 and 16' is acceptable. |
10. Will it be pulled by a single axle or Tandem?
-- Tandem
11. What is the Kingpin Location. (It could be 24" to 36" or longer. ( This could be a problem for the government if a future HVAC unit is installed without knowing this) The HVAC unit could possible hit the Cab.

12. Exterior Paint. Most Trailers have pre -painted Aluminum Panels painted (Polar White) Top and Bottom rails are usually bare Aluminum. Is this acceptable? The Painted panels are usually better than most painted panels.
| -- Pre-painted aluminum panels with pretreated aluminum rails is |
| fine; however, all exterior surfaces must be treated for corrosion control. |
13. Diamond Plate Aluminum Floor? What thickness of plate is required?
(.100 .125 or heavier) Diamond Tread plate can be very slippery.
-- Diamond plated aluminum floor should be .1875" minimum thickness.
14. What is the desired method of installing the Aluminum plate over wood floor in trailer? Countersunk screws? Seams to be welded? What alloy of plate is desired?
| -- Aluminum plating shall be installed with countersunk screws. |
| There are no requirements for finishing the seams. |
15. Is there a luminous needed as a minimum on the LED flood lights on Inside and Outside?
| -- Exterior flood lights shall be a minimum of 2,000 lumens each. |
| The preferred indoor lights should be LED shoplight-style fixtures with a |
| minimum 1,500 lumens each. |
16. Interior Lining - What is the desired thickness or Quality that the government is looking for. ( you could receive a very thin layer of frp that might not hold up depending on how the trailer is used. Are Seams wanted on interior walls or acceptable?
| -- Would prefer the fiber reinforced plastic to a minimum thickness |
| of .090". White lining does not need to be painted. |
17. Personnel Doors - Does the man doors require a lock? Does the Man doors require an inside release? What size of man doors are needed or desired? What type of Hardware is desires (Stainless Steel)?
| -- The personnel door shall have a minimum width of 36" and have an |
| interior and exterior latch release; preferably a commercial-grade lock and |
| lever set, stainless steel. |
18. Any Specifications on the Roof Material? Roofs are Kemlite (FRP) OR Aluminum ?
-- No preference
19. Dock Height at the rear of 36" max will require a smaller than Standard Tire. Typically the smaller tires will not last near as long as a Standard Tire Size. Will this be acceptable?
| -- As per the original specs, the dock height needs to remain at 36" |
| max with standard tires. The current trailers are never backed to a dock, |
| but have a lower deck to allow technicians easy entry and exit with minimal |
| steps. |
20. There are some Stairs that are required. Do the stairs need to meet OSHA guidelines? Any specific location of the Stairs? Center or right or left side?
| -- Preferably, stairs will be centered to the length of the trailer. |
| It is critical that they do not impede the personnel entry door. Stair |
| angles must fall between 30 and 50 degrees. Stairs will have hand rails. |
21. Would the government entertain a completely reconditioned used trailer?
--No.
4.13 Can I use a white plastic inside liner, or do they want a painted plywood liner ?
| -- Plastic liner is fine provided the insulation and tiedown |
| requirements are met. Would prefer to have a minimum of 1/4" plywood under |
| the plastic. |
4.9 Do they have a drawing or photo of the storage box that holds the spare tire and its location?
-- See attached picture
4.12 Stair location at the drop?
| -- Preferably, stairs will be centered to the trailer. It |
| is critical that they do not impede the personnel entry door. Stair |
| angles must fall between 30 and 50 degrees. Stairs will have hand rails. |
4.16 Can we use recessed E-track ?
| -- E-track is fine, provided it meets the load requirements defined |
| in the original specs. |
6.1 Main door location behind the drop on the lower deck?
-- Yes
