PURCHASE SPECIFICATION
for Rivet Minuteman Integrated Life Extension (Rivet MILE) Work Trailers (RMTs)

| 1.0 | SCOPE: This Purchase Specification is to give the minimum requirements for the design, construction and assembly of a minimum of nine Rivet MILE Trailers (RMTs) to support Depot-Level Maintenance at F.E. Warren Air Force Base (AFB), Wyoming (WY); Malmstrom AFB, Montana (MT), and Minot AFB, North Dakota (ND). Options will be included for up to three additional trailers. |
| 2.0 | GENERAL: Design and construction shall meet all applicable standards of the National Fire Protection Association (NFPA) National Electric Codes (NEC), Code of Federal Regulations (CFR), Military Standards (MIL-STD), Federal Motor Vehicle Safety Standards (FMVSS), Society of Automotive Engineers (SAE) standards, and Occupational Safety Health Administration (OSHA) standards. |
| 2.1 | The Contractor shall provide final design specifications and drawings to Hill Air Force Base (HAFB) 45 calendar days after contract award for approval prior to start of any fabrication. The Government shall have 14 calendar days to review the drawings. These drawings will be considered proprietary property of the Contractor and will only be used by Government personnel for review purposes. |
| 2.2 | HAFB shall provide written approval on final drawings, reports, tests that have been completed, etc. prior to fabrication of the trailers. |
| 2.3 | A 100% inspection shall be performed by HAFB at the half-way point and on completion of the first article of the trailer. The Contractor shall request Government inspection two weeks in advance of the half-way point and completion of the first article. |
| 2.4 | Delivery of approved first article will be 180 Days After Delivery of Contract (ADC). Delivery of remaining trailers will be accomplished within 180 days of delivery of first article. |
| 2.5 | Once the trailers have been completed, they shall be delivered to F.E. Warren AFB, WY; Malmstrom AFB, MT, and Minot AFB, ND respectively. Upon arrival, the trailers will be evaluated by 309 MMXG Production and Safety personnel for compliance to the Purchase Specification. If the trailers do not meet the requirements of the specification sheet, they shall be retrieved and corrected by the Contractor at the Contractor’s expense. |
| 3.0 | APPLICABLE DOCUMENTS: All parts of the trailers shall be designed and comply with all documents listed in this section. |

| 4.0 | TRAILER REQUIREMENTS: The intent of the trailers is to assist manpower with their capability to fulfill Depot-Level Maintenance at F.E. Warren AFB, WY; Malmstrom AFB, MT, and Minot AFB, ND. | |||
| 4.1 | The trailer type shall be enclosed drop-deck van trailer. | |||
| 4.2 | The suspension shall be Air-Ride. | |||
| 4.3 | The maximum outside height shall be 13.5 feet. | |||
| 4.4 | The maximum deck height shall be 36 inches maximum dock height. | |||
| 4.5 | The maximum width shall be 8.5 feet. | |||
| 4.6 | The maximum tare weight shall be 20,000 pounds. | |||
| 4.7 | The minimum payload shall be 40,000 pounds. | |||
| 4.8 | The trailer shall incorporate a kingpin assembly conforming to SAE J133. The kingpin and supporting structure shall also conform to the CFR, Title 49 – Part 393.70 and FMVSS. | |||
| 4.9 | The upper deck area (over the kingpin) shall be large enough to accommodate a storage area behind the kingpin. This storage area will be accessible from both sides of the trailer and will include weather-resistant doors. Additionally, the storage area will be large enough to accommodate storage of the spare tire. | |||
| 4.10 | Tires used on the trailer shall be rated such as to meet the requirements of the CFR, Title | 49 – Part 393.75 and FMVSS. One spare tire/wheel assembly, for each size used, | shall | be provided with each trailer. |
4.11 There shall be mud flaps over rear wheels of trailer.
| 4.12 | There shall be stairs between the upper and lower deck. | |
| 4.13 | All interior walls and ceilings shall be painted the same shade of white. Additionally, the exterior shall also be painted the same shade of white as the interior. | |
| 4.14 | All walls, ceilings, and floors shall be insulated to a minimum insulation value of R-10 (typically achieved with 2 inches of polyurethane rigid foam). All exterior doors shall be insulated to a minimum insulation value of R-5. | |
| 4.15 | There shall be diamond plated aluminum flooring throughout the trailer. | |
| 4.16 | There shall be a flush-mounted wall tie-down railing system (e.g.,Uni-Trax 1000) running on both sides of the entire length of the lower and upper deck at 1-, 3-, and 6- foot intervals above floor level. This must be capable of supporting a minimum of 500 pounds per ring, with a minimum of 500 pounds per 6 inches of rail. | |
| 4.17 | The braking system shall meet the requirements of CFR, Title 49 – Parts 393.40 through 393.43 and Parts 393.45 through 393.52 and | FMVSS, 121. |
4.18 When towed by a tractor, the loaded or unloaded trailer shall track as specified in the CFR, Title 49, Part 393.70(a).
4.19 The Transporter gross combination weight (GCW) shall be distributed so that the imposed loads, measured at each axle at the ground, shall conform to the special overload permit requirements of the State and Federal Bridge Regulations and comply with wheel footprint requirements.
4.20 Corrosion prevention and control shall be accomplished as using guidance detailed in MIL-STD-171.
| 5.0 | ELECTRICAL REQUIREMENTS: There shall be a minimum 200-amp circuit breaker panel. The panel shall be placed on the curbside wall at the rear of the upper deck. | ||
| 5.1 | There shall be a 208VAC, 3-Phase receptacle at the front, roadside of the lower deck to accommodate a 2-stage air compressor. | ||
| 5.2 | There shall be 6 functioning overhead impact-proof LED floodlights distributed down the center of the ceiling in the lower deck. A 1—3- way light switch to be placed on the wall near the roadside rear area of the trailer with a 1—3- way light switch to be placed near personnel entry. | ||
| 5.3 | There shall be 2 functioning overhead impact-proof LED floodlights distributed down the center of the ceiling in the upper deck. A 1—3-way light switch to be placed on the wall near the roadside rear area of the trailer with a 1 – 3- way light switch to be placed near personnel entry. | ||
| 5.4 | There shall be 2 functioning overhead, impact-proof LED floodlights on the exterior of the trailer, one on each rear corner. | ||
| 5.5 | There shall be 110VAC outlets distributed on the lower deck walls at 4-foot intervals. | ||
| 5.6 | There shall be 4 – 110VAC distributed in the upper deck at 4-foot intervals. | ||
| 5.7 | There shall be 4 – 110VAC weatherproof outlets with GFCI (Ground Fault Circuit Interrupter) protection mounted on the exterior of the trailer, one at each corner of the trailer. | ||
| 5.8 | All electricity shall be powered through a site power receptacle located in front of rear, roadside axle area. The power receptacle shall be capable of connecting to a Pyle Line Neptune Series ZZM-3120-36 cable connector. | ||
| 5.9 | There shall be an exterior ground point located on roadside near site power connection. | ||
| 5.10 | The trailer shall contain all lighting provisions necessary to meet the applicable | requirements of the CFR, Title – 49 Parts 393 Subpart B – Lamps, Reflective Devices, | and Electrical Wiring. |
5.11 Connections between wires shall be accomplished by positive, mechanically secure means such as crimped conductor splices, connectors, or terminal boards IAW MIL-C- SAE5756. Commercial hardware shall comply with ATA; SAE and OSHA standards for electrical connections
| 6.0 | TRAILER ENTRY REQUIREMENTS: There shall be 2- standard-sized trailer doors on the rear of the trailer. |
| 6.1 | There shall be 1- personnel door located on the curbside of the trailer, just behind the storage box. This door must hinge externally with hinges towards the front of the trailer. |
