These engineering services require specialized advanced theories based upon physics, mathematics, numerical methods, optimization, and probabilistic methods. This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to the requirement not later than 12:00 PST on February 13, 2009. A determination by the government to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. No phone inquiries will be entertained. Responses shall be made in writing by e-mail, U.S. mail or facsimile to the attention of andrea.brooks@navy.mil with the solicitation number referenced in the subject line.
