NASA/John F. Kennedy Space Center plans to issue a Request for Proposal (RFP) for 80KSC0-19-R-0023, Restore KSC Coastal Shoreline, John F. Kennedy Space Center, Florida.

THE CONTRACTOR SHALL PROVIDE THE NECESSARY RESOURCES TO:

Restore the KSC coastal shoreline sand dunes, relocate weather station, remove rail bed, and repair roads.

A list of tasks associated with the proposed work includes, but is not limited to, the following:

1. Construct approximately 1.83 miles of sand dunes and plant native salt-tolerant vegetation along the dune crest and side slopes to further stabilize the constructed dune.

2. Remove approximately 3,500 feet of rail bed (some rail beds are exposed, others are buried) prior to the start of dune construction.

3. Remove weather station and pad, then relocate the weather station; reconnecting the power and communications cabling.

4. Repair 7.16 miles of roads.

The NAICS code for this procurement is 237990 with a small business size standard of $36.5M.

The effort will include the following tasks.
Task 1 - Restore KSC Coastal Shoreline, V-80 to V85 - 0.88 miles
Task 2 - Restore KSC Coastal Shoreline, Reinforce V74 to V78 - 0.95 miles
Task 3 - Repair Roads Along Sand Haul Route - 4.92 miles
Task 4 - Repair Roads Along Sand Haul Route - 1.82 miles
Task 5 - Repair Roads Along Sand Haul Route - 0.42 miles

Each task shall be bid separately. The Performance Period including all tasks shall be completed in 560 calendar days after notice to proceed. In accordance with Federal Acquisition Regulation 36.204, Disclosure of the Magnitude of Construction Projects, the estimated price range is as follows:

The total cost of the construction contract price is estimated at more than $10,000,000.

The anticipated release date of the RFP is late June to mid-July with an anticipated offer closing date of late July to mid-August. The firm date for receipt of bids or proposals shall be stated in the RFP. A site visit will be scheduled early to mid-July. Prime contractors will be limited on the number of personnel in attendance.

Specifications and Drawings have an Export Determination of EAR 99 and are considered controlled documents. Therefore, download of documents won't be permitted until requesters have been cleared through Defense Logistics Information Service (DLIS). Please begin FedBizOps registration immediately since clearance could take a couple of weeks.

One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements.

This requirement shall be 100% set-aside for small business. All responsible small business sources may submit a proposal which shall be considered by the agency.

An ombudsman has been appointed - See NASA Specific Note "B".

The solicitation and any documents related to this procurement shall be available over the Internet. These documents will reside on a World-Wide Web (WWW) server, which may be accessed using a WWW browser application.
