Line 0007 in the RFP states:

The contractor shall provide a per mile unit price to repair one lane of additional road in addition to the road repair work required by line items 0003-0005. This unit price shall include all labor, equipment, and materials to repair roads as required. What level of repair should be quoted; full depth, 1” mill and overlay, 2” mill and overlay, striping?

CLIN 7 refers to heavy mill and resurface repairs per Option 3 of the contract documents. See 79K40777, C2 and C4 detail 2.

DOWNTIME AND EXCAVATION

HOLDS, Paragraph 1

F.4 - DOWNTIME AND EXCAVATION HOLDS: - For the purposes of this contract, the Contractor shall assume a maximum of 50 days during which all construction activities will be prohibited. In addition, the Contractor shall assume a maximum of 15 days during which all excavation and other subsurface activities will be prohibited but other construction activities will be allowed. Are these hours the maximum for all of the CLIN’s or just the base (CLIN1)?

The downtime and excavation days are for all the CLIN's.

Solicitation, Page 38, I. 7 FAR 52.236- 4 PHYSICAL DATA (APR 1984), Part ( c ) : (2) Rail (3) Water (Ocean), Paragraphs 1-2

The RFP states that Rail, Water (Ocean) and Water (Other) will be available. Is the rail functional and how far does is it usable toward the West.

The rail line is unavailable from August - December 2019. After that time, the rail is functional from Jay-Jay to South of Kennedy Space Center (via State Rd 3) up to Locomotive Maintenance Facility at Contractors Rd.

The Contractor is responsible for obtaining the following permits, if required, before beginning work on the subject systems: • FDEP/Brevard County Onsite Sewage Treatment and Disposal System Construction/Permit Abandonment • FDEP/Brevard County Well Construction/Abandonment Permit. • National Pollutant Discharge Elimination System (NPDES) Construction General Permit (CGP) • Dewatering Permits (Florida Department of Environmental Protection [FDEP] and St. Johns River Water Management District [SJRWMD] • FDEP Air Construction Permit Will any of these permits be required for this project, if so, what are the costs and procurement times?

Depending on the contractor's means, methods, and controls, additional permitting may be required as listed.

J-B-29 BIOLOGICAL SURVEYS (MAY 2019)

The Contractor shall notify the Contracting Officer (CO) to request that NASA Environmental Assurance Branch (EAB) perform a biological survey, fourteen (14) days prior to start of work. The Contractor shall not begin land clearing, equipment laydown, or site disturbance activities, including exterior lighting and roof work, before receiving written approval from the CO stating that the biological survey is completed and all mitigation action (e.g. Threatened and Endangered (T&E) species relocation/protection, identification and protection of plant species of special concern) to be performed by the Government or Contractor has been completed. What wildlife inhabits the dunes and do they restrict certain times to work in these areas? If yes, have those delays been accounted for in the Governments outlined Period of Performance?

During Sea Turtle season, contractors are not allowed to drive along the beach shoreline. We do not expect any delays or restrictions on this project as Task 1 is 40 feet from beach shoreline and Option-1 is on the west side of the completed dune.

HISTORICAL, ARCHAEOLOGICAL,

AND CULTURAL RESOURCES

(MAY 2019), Part (b), Paragraph 1

If during excavation or other construction activities, any previously unidentified or unanticipated historical, archaeological, and cultural resources are discovered or found, all activities that may damage or alter such resources shall be suspended. Resources covered by this paragraph include but are not limited to any human skeletal remains or burials; artifacts; shell, midden, bone, charcoal, or other deposits; rock or coral alignments, paving, wall, or other constructed features; and any indication of agricultural or other human activities. Upon such discovery or find, the Contractor must immediately notify the Contracting Officer (CO) or the CO’s designee and NASA Environmental Management Branch (EMB), SI-E3. Will NASA do a survey of a “new” area before excavation or digging starts or only on an as needed basis if foreign materials are discovered? Does NASA anticipate foreign objects in the project areas based on historical data?

NASA will perform survey of the contract scope for utilities. A Dig Permit shall be submitted by the contractor and approved before any excavation or digging starts. NASA does not anticipate any archaeological object/s in the area.

HAZARDOUS WASTES (MAY 2019),

part ( c ), Satellite Waste Accumulation Area (SAA), Paragraph 4

SATELLITE WASTE ACCUMULATION AREA (SAA)

The Contractor shall establish an on-site Satellite Waste Accumulation Area (SAA) within 50 feet

(ft) of and within sight of any point where hazardous or controlled wastes may be generated. Are the railroad ties that are removed from V80 to V84 considered “hazardous waste”? Would they be expected to be stored in a SAA?

Railroad ties are not generally treated as a hazardous waste if disposed of properly. Railroad ties cannot be disposed of at the Schwartz Road Landfill and must be disposed of offsite from KSC. Brevard County Solid Waste does accept railroad ties.

RECYCLING AND SALVAGING MATERIALS

The Contractor shall divert all of the following Construction and Demolition (C&D) waste items from the list below from disposal at landfills and incinerators to facilitate their recycling or reuse.

The Contractor shall require all subcontractors, vendors, and suppliers to participate in this effort.· Will the rails from the railroad be considered salvaged materials and stay on-site?

No, the rails will become the property of the contractor and can be recycled.

The Contractor shall divert all of the following Construction and Demolition (C&D) waste items from the list below from disposal at landfills and incinerators to facilitate their recycling or reuse.

The Contractor shall require all subcontractors, vendors, and suppliers to participate in this effort.· · Is the contractor responsible for disposal of the railroad ties, or does NASA want to store them on-site as salvageable materials?

There are two types of railroad ties - wood and concrete. The clean concrete ties shall be delivered to DARCY on KSC property. The wood railroad ties cannot be disposed of at the KSC Schwartz Road Landfill and shall be disposed of offsite from KSC. Brevard County solid waste does accept wood railroad ties.

• Bid Item / CLIN #0007 requests a Unit Price to repair one (EA) mile of a single lane of road.

It is assumed that road repair is associated with standard Asphalt (Asphaltic Concrete) on-site roads.

Will that ‘repair’ consist of ‘Typical Section 2’ (Heavy Mill and Resurface) or ‘Typical Section 3 (Full Depth Reconstruction)?

Heavy mill and resurface per typical section 2 on sheet C4. See Drawing 79K40777.

• Bid Item / CLIN #0007 requests a Unit Price to repair one (EA) mile of a single lane of road.

It is assumed that road repair is associated with standard Asphalt (Asphaltic Concrete) on-site roads.

Will the offered Unit Price include ‘Typical Pavement Striping Detail’? Yes. Typical pavement striping detail 5 on sheet C5. See Drawing 79K40777.

• Bid Item / CLIN #0007 requests a Unit Price to repair one (EA) mile of a single lane of road.

It is assumed that road repair is associated with standard Asphalt (Asphaltic Concrete) on-site roads.
