About this opportunity
The Uniformed Services University (USU), a Department of Defense agency and the nation's sole Federal health sciences university, is conducting market research through this Request for Information to identify potential solutions for its Academic Systems Modernization Initiative. The procurement encompasses seven functional areas including a Core Student Information System (SIS), Customer Relationship Management (CRM), specialized applicant portals, transfer evaluation services, digital transcript processing, clinical rotation management, and student data warehouse services. Respondents must demonstrate mandatory baseline qualifications including federal and health science contracting experience, integration architecture capabilities (real-time APIs, batch processing, integration Platform-as-a-Service functionality, and data standards adoption), and security and compliance criteria such as FedRAMP authorization, HECVAT compliance, CONUS data residency requirements, and controls over non-U.S. personnel access. This RFI is purely informational for market research purposes and does not constitute a commitment to contract, issue a formal solicitation, or form a binding agreement. Interested parties must submit responses in PDF or Word format, limited to 15 pages excluding cover materials, to academic-modernization-ggg@usuhs.edu by March 27, 2026.
This opportunity carries no set-aside designation and does not identify any current incumbents or contractors in the notice materials. No specific award value or budget range is disclosed in this pre-solicitation phase, as the RFI is designed to gather information on available solutions and pricing strategies to inform future procurement decisions. The initiative is exploring flexible approaches ranging from a single comprehensive platform to an ecosystem of integrated best-value solutions, allowing USU to tailor its approach based on market research findings. Respondents should note that all costs associated with responding to this RFI will be borne solely by the interested party, as the Government will not reimburse any information gathering or administrative expenses. Upon receipt, responses will not be returned or formally acknowledged, and the Government reserves the right to use all information provided for any legally appropriate purpose in future procurement planning.
