About this file
This is a Request for Information (RFI) and Sources Sought Notice issued by the Uniformed Services University (USU) to conduct market research for its Academic Systems Modernization Initiative. The RFI seeks information on currently available solutions, integration capabilities, and best practices for creating a modern, interconnected academic technology ecosystem to support USU's mission as the nation's sole Federal health sciences university. USU is exploring strategies ranging from a single comprehensive platform to an ecosystem of integrated best-value solutions across seven functional areas: Customer Relations Management (CRM) for prospective students and alumni; configurable applicant portals; transfer evaluation services with Joint Services Transcript (JST) articulation; Student Information Systems (SIS) capable of managing non-standard terms and competency-based education; digital transcript request processing with PESC XML/JSON standards compliance; admissions review modules; and student data warehouse services for analytics and institutional reporting.
Respondents must address mandatory baseline requirements including federal and health science contracting experience, integration architecture capabilities (real-time APIs, batch processing, iPaaS functionality, and data standards adoption), and security and compliance criteria such as FedRAMP authorization, HECVAT compliance, CONUS data residency, and controls over non-U.S. personnel access. Responses are limited to 15 pages excluding cover materials and must be submitted in PDF or Word format to academic-modernization-ggg@usuhs.edu by the closing date specified in the notice (not stated in the document). Respondents must provide organization information including DUNS/UEI, CAGE code, size and socio-economic status, relevant contract history within the last three years, GSA schedules if applicable, and identify any subcontracting contemplated. This RFI does not constitute a commitment to contract, is purely informational, and responses will not be returned or acknowledged. The Government reserves rights to use information provided for any legally appropriate purpose.

· Non-US Persons: We can contractually guarantee that no non-US persons will have direct access to USU customer information, or that satisfactory compensating controls are in place to limit and audit access by non-US persons. E.g., access is limited to tier one support and scoped to accessing an individual user/applicant information Section 4: Functional Capabilities (Modular Sections) Please respond to the specific modules relevant to your solution. You may respond to one, multiple, or all modules.
Module A: Customer Relations Management Focus: Recruitment and pipeline management for military and health science prospects.
1. Deployment: Is your CRM solution available as a standalone deployment, or is it part of a required bundle with other functionality (e.g., SIS)?
2. Application Portal Integration: Describe your native integration capabilities with AMCAS and other common application portal services. Can your CRM automatically ingest applicant data (e.g., verified status, test scores) from these sources to trigger yield communications?
3. Identity Matching: Does your system support "suspect matching" logic to link a prospect record in the CRM (e.g., "Inquiry") with an incoming applicant record from CAS to prevent duplicate profiles?
4. Military Segmentation: Can the CRM handle complex segmentation rules relevant to military recruitment, such as Branch of Service, Commissioning Source, or Security Clearance Status?
Module B: Configurable Applicant Portals Focus: Public and internal facing application portals to build student application packages for admissions review or for transfer to an admissions review module..
1) Configuration: Is the portal a "low-code/no-code" environment where admissions staff can modify form fields and workflows without IT intervention?
2) Health Science Experience: Describe your experience providing application portals for health science, dental, or other specialized graduate programs.
3) Specialized Requirements: How does your portal manage the submission and tracking of specialized requirements, such as clinical observation hours, prerequisite coursework, letters of recommendation, and standardized test scores (e.g., DAT, TEAS)?.
4) Specialized Testing: Does the system support automated import and validation of standardized test scores relevant to health sciences (e.g., DAT, GRE, TEAS) directly from testing agencies?
5) Data Migration: How would your solution transfer and process application data to our TBD admissions review module to provide a unified data stream for our admissions teams?
Module C: Transfer Evaluation Services Focus: Automated articulation of transfer credits and Joint Services Transcripts (JST).
1. Catalog Database: Does your solution connect to a maintained database of national course catalogs (e.g., CollegeSource TES) to automate course description retrieval?
2. Workflow & Review: Describe the workflow for faculty review. Can evaluators route specific course descriptions to faculty members for approval via email/web link?
3. Military Articulation: Specifically, describe your experience parsing and articulating credits from the Joint Services Transcript (JST) using ACE credit recommendations.

5. Course Equivalency: How are course equivalency rules created, stored, and maintained over time?
Module D: Student Information System (SIS) Focus: System of record for student academic history, registration, and grading.
1. Architecture: Is the SIS a multi-tenant SaaS solution (single code base), a managed hosted solution, or other hybrid solution? Please explain.
2. Non-Standard Terms: Can the system manage programs that do not follow standard semesters (e.g., rolling clinical rotations, modular courses, varying start/end dates for individual students)?
3. Competency-Based Education (CBE): Does the system support a data model where progress is measured by mastery of skills/competencies (e.g., EPAs) rather than just credit hours?
4. Degree Audit: Does the system include an audit engine? Can the audit engine handle complex "if/then" logic required for dual-degree programs (e.g., MD/PhD) where a single course counts towards multiple requirements?
5. Advising: What tools does your system provide to support academic advising and tracking for student success?
Module E: Digital Transcript Request Processing Focus: Secure exchange of academic records.
1. Standards Compliance: Does your solution natively support the receipt and processing of transcripts in PESC XML (v1.9 or later) and PESC JSON formats?
