The 934th Airlift Wing (AFRC) will be soliciting for Project #QJKL 15-0025, Repair Aircraft Parking Apron.


Work to be performed under NAICS code: 237990 size standard $36.5M.  Work to include (but is not limited to) remove and replace all deteriorated Portland Cement Concrete (PCC) slabs as necessary with new PCC pavement, remove and replace all deteriorated PCC shoulder pavement and replace with new asphalt pavement, replace existing aircraft tie-down/grounding points, replace stormwater castings and trench drain, re-establish all pavement markings, replace section of flightline perimeter fence and re-landscape as necessary.  Contaminated soil is anticipated to be present but unknown quantities, therefore a separate Contract Line Item Number (CLIN) will be included in the solicitation for this.


Location will be on the restricted airfield area west of bldg. 870 and south of bldg. 821, at the Minneapolis-St Paul Air Reserve Station, Minneapolis MN as shown on the drawings.  Performance period is 120 days.


An Invitation for Bid (IFB) is contemplated IAW FAR part 14 with a 30 day response time after issuance.  This acquisition is being solicited pursuant to FAR Part 19.5, and is issued as a Total Small Business Set-Aside, competitive IFB.  Magnitude of acquisition is between $1M and $5M.


The solicitation, specifications, drawings, wage determination and any other applicable documents will be available via electronic means only at www.fbo.gov on or about 22 March 2016 under solicitation #FA6633-16-B0002, with proposals due approx. 30 days after IFB issuance.  Telephone request for plans will not be honored.  Plans and specifications will be available for examination without charge at the Contracting Office upon coordination with the Contract Specialist.


Notice to Offerors:  Funds are not presently available for this project.  No award will be made until funds are available to make payments under a contract.  The government reserves the right to cancel this solicitation, either before or after bid opening/RFP closing, with no obligation to the offeror by the government. 


All contractors must be actively registered in the System for Award Management (SAM) database - www.sam.gov and have completed the on-line Representations and Certifications to be eligible to receive award, and also be registered for the applicable NAICS Code 237990.  Interested vendors should sign up on this web site in the "Interested Vendor List (IVL)" tab to view, and sign up to "watch" the opportunity to receive notices.  Once the solicitation is posted, it is incumbent upon interested parties to review this web site frequently for any additional information, updates and amendments.


A site visit will be conducted as identified in the IFB, Section L, FAR Clause 52.236-27 "Site Visit (Construction)"; Potential bidders, prime contractors, subcontractors and/or suppliers may attend site visits upon written advance notification to the assigned Contract Specialist, see FAR clause 52.236-27.
