About this opportunity
The U.S. Army Corps of Engineers (USACE) is seeking to rent nine utility trucks for the 249th Engineer Battalion's Annual Validation exercise, with a specific requirement for three digger/derrick style trucks and six bucket trucks. The solicitation is a combined synopsis/solicitation for commercial items under an unrestricted procurement, with the NAICS code 532412 and a size standard of $40,000,000. Offerors must submit both technical and pricing documentation, including a detailed technical description of the trucks, completed representations and certifications, and a quote using the provided Contract Line Item Number (CLIN) structure. The government will award the contract to the lowest evaluated price of a responsible offeror whose services meet the Performance Work Statement requirements. All interested vendors must be actively registered in the System for Award Management (SAM) at beta.sam.gov, with quotes due by 1:00 pm ET on March 7, 2025, and questions were required to be submitted by March 3, 2025.
The trucks will be delivered to Fort Indiantown Gap, Pennsylvania, with a performance period from March 14, 2025, through April 30, 2025. No specific set-aside was designated for this procurement, meaning both small and large businesses can compete. The rental trucks must meet specific technical specifications, including minimum 50-foot platform or sheave heights, comparable to models like Altec D4050B, Terex Commander 5000 series, Altec AA50/TA50, or Terex Hi-Ranger TC52/TL50. Contractors must provide up-to-date annual inspection documentation compliant with OSHA and ANSI standards, report labor hours through www.ecmra.mil, and complete AT Level I awareness training. The equipment will support overhead line distribution training during the Battalion's exercise, with delivery required by 0900 on April 10, 2025, and retrieval after April 27, 2025. The contract will be awarded as a firm-fixed-price purchase order issued under FAR Part 12.
