The United States Air Force intends to issue solicitation FA5575-19-RA004 to solicit proposals for a Firm-Fixed Price contract to design and construct the renovation of several buildings, utilities and facilities in the Morón AB Munistions Storage Area (MSA), . The magnitude of construction for this project is estimated to be between $1,000,000 and $5,000,000 U.S. Dollars. The period of performance for this project is estimated at 940 calendar days.

In accordance with the Agreement of Defense and Cooperation between the Kingdom of Spain and the United States of America, any contract resulting from this notice/solicitation can only be entered into with companies authorized to carry out these activities in Spain under Spanish law. Companies must meet the requirements established by Spanish legislation for execution of Government works. In addition, in accordance with the Agreement of Defense Cooperation between the U.S.A. and the Kingdom of Spain, Annex 6, Article 1 (5) " Spanish material, labor, and equipment shall be used whenever feasible and consistent with the requirements".


NOTE: THIS SOLICITATION IS INTENDED ONLY FOR LOCAL SOURCES IN ACCORDANCE WITH FEDERAL ACQUISITION REGULATION 5.202(a)(12). LOCAL SOURCES ARE THOSE SOURCES NORMALLY RESIDENT, LICENSED AND REGISTERED TO CONDUCT CONSTRUCTION BUSINESS IN SPAIN. OFFERS FROM NON-LOCAL SOURCES WILL NOT BE CONSIDERED UNDER THIS SOLICITATION.


The work includes, but is not limited to:


a. The design and build of building renovations to include civil, architectural, mechanical and electrical renovations of guard shack building #1001.


b. The design and build of a concrete pad for installation of a ballistic shack (GFM), including new sidewalks and utilities.


c. The design and build of building renovations to include architectural, mechanical and electrical renovations of administrative buildings #1002 and #1003.


d. The design and build of building renovations to include architectural, mechanical and electrical renovations of inert storage buildings #1004, #1005 and #1006.


e. The design and build of MSA service and connecting roads, Earth Covered Magazines (ECMs), unloading hardstands and Bldg #1012 parking lot renovations.


f. The design and build of MSA access road renovation


g. The design and build of Bldgs #1002, #1003, #1004, #1005 and #1006 parking lot renovation.


h. The design and build of replacement of sidewalks around Bldgs #1002 and #1003


i. The design and build of renovations to storm drainage system in the MSA area.


j. The design and build of replacements and upgrades to water distribution system in the MSA area.


k. The design and build of replacements and upgrades to sanitary sewer distribution system in the MSA area.


l. The design and build of replacements and upgrades to water distribution system in the MSA area.


m. The design and build of renovations and upgrades to electrical secondary substations in the MSA area.


n. The design and build of a new high voltage line to the MSA Area.


o. The design and build of new concrete slabs and emergency generators with automatic transfer switches to provide emergency power to the munitions storage facilities.


p. The design and build of renovations to exterior lighting system in the MSA area.


q. Testing and Commissioning.


r. Delivery spatial data.


s. General cleaning of the work site.


t. Delivery of As-Built drawings.


The certification requirements are as follows:
CERTIFICATION OF CLASSIFICATION: Bidders and/or their subcontractors must hold an updated Certificate of Classification issued by the "Registro Oficial de Licitadores y Empresas Clasificadas del Estado", covering the following groups, subgroups, and categories. The certificate holder must execute the activities related to the certificate.

Other Requirements:


Bidders or subcontractors, whoever is performing the actual electrical work must hold current certification for the installation of high voltage lines up to 30 kV, LAT1, in accordance with ITC-LAT 03 from R.D. 223/2008, and must submit such certification along with his proposal. Also, a signed agreement between both parties, original or certified copy, must be submitted with the proposal.

Failure to be registered in SAM at the time of award may delay the award and depending on the criticality of the project, may be cause to award to the next qualified best value offeror who is SAM registered. However, do not delay submitting your proposal pending receipt of a DUNS number or CAGE Code.


"Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No
award will be made under this solicitation until funds are available. The Government
reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs."
