PART 1 - GENERAL PROJECT DESCRIPTION

1. This project is intended to provide a full restoration and modernization of Morón AB (Spain) Munitions Storage Area (MSA) common infrastructure systems. The repairs shall provide adequate facilities in order to properly support and maneuver the installation’s full complement of munitions for future operations.

2. The MSA is located in the North-East area of the base, close to the Guadaíra river and it is enclosed by its own perimeter fence. The compound consists in various buildings and storage areas to provide the requirements for the mission, as well as several utilities for the buildings and transportation infrastructure (roads).

3. Morón’s MSA was constructed with the original base construction in the late 1950s.

No minor improvement projects have been carried out during the last 10 years, despite of numerous USAF contingency operations and USMC Special Purpose Marine Air-Ground Task Force (SPMAGTF) continued use since 2013 for interim storage and shipment of munitions downrange.

Heavy use, austere maintenance investments and age deterioration have impaired some of the existing infrastructure (i.e., roads, facilities and utilities). Required building systems are either non-existent (fire alarm), old or beyond economical repair due to differed maintenance and misuse. Some of the original pads and roads were originally constructed by means of rigid and flexible pavements, not meeting today’s needs. The guard shack, administrative facilities, and inert storage warehouses require full renovation in order for facilities to be complete and usable for intended use. Additionally, the current level of security does not meet basic standards dictated by DoD directives and Air Force instructions, nor is status quo conductive to preserving the useful life of systems, equipment and facilities.

4. Facilities to be repaired/modernized in this project include the Guard Shack (Bldg #1001), works related to the installation of a new ballistic equipment guard shack (Bldg 1001-T), the three inert storage buildings (#1004, #1005 and #1006), the two administrative buildings (#1002 and #1003), exterior high voltage electrical distribution (facility #3001) upgrade to provide additional resiliency as well as minor modifications to transformer vaults (bldgs. #1013, 1036 and 1080), replacement with LEDs of obsolete exterior electrical lighting fixtures (bldg. #3005), repairs to roads and pavements (facilities #1014 and #2006), sidewalks (facility #2015), sewer (facility 4001) and water (facility 2001) distribution systems repair and replacement as required, and modifications and repairs for storm drainage system (facility #2031).
