# Date Question Answer
1 7/12/12 SF1449 in block 8 exhibits a 1:00 p.m. deadline differing from the 4:30 PM Local Time deadline indicated on page 87 within Section L.3 of 3.4. Which time deadline presides to submit offers?
FINAL RFP will change Block 8 of SF 1449 to 4:00 pm.
2 Are there incumbent subcontractors in place for VISNs 1-8 ? If yes, would the VA like to transition the services of these incumbents?
No
3 Will (or how frequent will) VISN 1 throughout the issuance of Task Orders provide the selected Contractor the name(s) of candidates within the T.O. Request?
It is not the government's intention to provide the Awardee names of candidates. The government may, under certain circumstances, have a contractor employee who is performing well in accordance with the QASP and may recommend they perform on another task order.
4 Is your subject RFP a 'follow-on' service requirement for acquisition support or a new requirement?
(a) If your RFP is a follow-on service requirement, when does the current requirement (or contract expire)?
(b) If your RFP is a new service requirement, what challenge will it solve once fulfilled by VISN 1 for the VA?
New requirement
(a) NA
(b) This is a regional contract encompassing needed administrative support services for NCOs (VISNs) 1-8 and PCO East.
5 What is the mileage estimate that the Government prefers vendors to use to calculate subcontractors' travel?
Mileage will be calculated at time requested by the government under each task order. Travel requests will be reimbursed utilizing the Joint Travel Regulations (See pg's 13, 37, 38, 39 of RFP)
6 In regards to the Paper Reduction Act of 1995 (44 U.S.C. 3501 et seq.), will VISN 1 accept proposals via email?
No
7 Finally, does VISN 1 and evaluators prefer to have viable candidates indentified (with or without credentials); prequalified with our proposal submissions? Reference Section L, "Proposal Instructions", Technical Proposal, 6.3.2.
8 7/13/12 Does this Service Area Office use any current SDVOSB contractors for contract and acquisition support purposes, please identify these? No
9 Is there an incumbent contractor who is performing the same or very similar work as described in this Solicitation, please identify? No
10 Is there a Boston or Providence located SDVOSB who is currently working with the Network Contracting Office 1? No
11 The Solicitation says that a bid MAY be submitted by hand but is silent on electronic submissions; since we are not located in Boston or Providence, is it permissible for our response to be submitted by email (there would be separate files so prices are clearly separated from other elements of the response). No. The RFP is clear on original and copies as well as electronic copies. They can be mailed or hand-delivered. No electronic method is authorized.
12 Hand-delivery or postal or delivery-service based submission takes time, and we will want to ensure that the response reaches your office on time; can you extend the due date to August 6, 5 pm to allow for sufficient delivery time? There is no intent to extend at this time.
13 Any and all questions should be addressed to the CO, Dena M. Kist and Contract Specialist Mary J. Connors
