About this opportunity

The Department of the Air Force Materiel Command Test Center has issued a Sources Sought Notice to identify small and large businesses capable of refurbishing motor fans at NASA's National Full-Scale Aerodynamics Complex (NFAC) located at Moffett Field, California. The procurement involves comprehensive maintenance and restoration of six 18,000 horsepower synchronous motors, each connected to 40-foot diameter fans in a wind tunnel system, with work including motor inspection, cleaning, electrical testing, stator shifting, winding cleaning, bearing clearance checks, and field pole retention bolt replacement. Contractors must have an active SAM registration and a NIST SP 171-800 assessment with a score of 110, and the government intends to use NAICS code 811310 for Commercial and Industrial Machinery and Equipment Repair and Maintenance. Interested businesses must submit capability statements, company information including business size designation, CAGE code, UEI, comments on the statement of work, available contract vehicles, and estimated pricing with lead times. The submission deadline is August 4, 2025, and telephone inquiries will not be accepted.

This opportunity currently has no set-aside designation but may result in a small business set-aside, full and open competition, or single-source acquisition depending on market research results. No incumbent contractors or current service providers are mentioned in the notice, and no specific award values or budget ranges have been disclosed by the government. The work involves refurbishing six massive 18,000 horsepower motors with the objective of improving motor insulation resistance and extending reliable service life by at least ten years. Contractors are required to provide total estimated pricing using the government's recommended line-item structure and indicate lead times for completing service per motor fan. The project involves highly technical specifications and requires contractors to submit detailed plans for safety, cleaning, and painting procedures along with extensive documentation including inspection reports and electrical testing results.
