About this opportunity
The Department of Energy, through Bechtel Plant Machinery Inc. (BPMI) on behalf of Fluor Marine Propulsion, LLC, is seeking expressions of interest from vendors to develop or refine three-dimensional scanning products for use in confined space inspections within the Maritime Industrial Base. The primary challenge is that current 3D scanning hardware is too large to fit within the restricted spaces where inspections and repairs of confined spaces within components and systems need to be conducted. Vendors must demonstrate capability to produce scanners with a maximum size of 6 inches by 3 inches by 1 inch, minimum accuracy and resolution of 0.01 inches, and compatibility with machined metal, wetted metal, and high reflectivity surfaces without requiring paint or contrast medium application. The submission deadline for expressions of interest is March 17, 2026, and interested organizations should address the problem statement requirements for BPMI assessment regarding potential follow-on engagement and contracting. The evaluation will focus on vendors' ability to meet the technical specifications and demonstrate feasibility of developing or refining products to address the stated requirements.
This is a pre-solicitation notice with no set-aside designation specified, and no specific award value or budget range has been disclosed at this time. All hardware and software must be developed and sourced exclusively from the United States with no international sourcing permitted, and the technology must operate without WiFi, Bluetooth connectivity, or cloud-based services or internet connections. The scanners must function effectively in high humidity and potentially condensing environments across a wide temperature range above freezing with stable temperature during operation, and must be capable of resolving curves, surfaces, and intersections of conjoined items within a breadbox-sized volume. BPMI indicates it is simultaneously engaging select vendors independently of this open call, suggesting that parallel engagement may occur alongside this solicitation process. No specific incumbent contractors or potential award recipients are named in this pre-solicitation notice.

Contact personnel and follow up communications will come from BPMI
The Maritime Industrial Base (MiB) has hundreds of vendors seeking to perform inspections and repairs of confined spaces within components or systems that would benefit from three-dimensional scanning of in situ hardware. Current 3D scanning hardware tools are too large to fit within the confined spaces where inspections and scans are conducted.
BPMI is seeking responses from companies who are interested in developing or refining products to meet the challenge posed by performing 3D scans within confined spaces. See attached Problem Statement for further requirments.
