About this file

This is a Problem Statement and Sources Sought notice issued by Bechtel Plant Machinery Inc. (BPMI), posted on behalf of Fluor Marine Propulsion, LLC, seeking vendors to develop or refine 3D scanning products for confined space inspections within the Maritime Industrial Base. The Maritime Industrial Base comprises hundreds of vendors performing inspections and repairs of confined spaces within components and systems that require three-dimensional scanning capabilities, but current 3D scanning hardware is too large to fit within these restricted areas.

BPMI seeks expressions of interest from companies offering existing products, future products, or willingness to develop new products meeting the following specifications: maximum scanner size of 6 inches by 3 inches by 1 inch (approximately 150mm by 75mm by 25mm); minimum accuracy and resolution of 0.01 inches (approximately 0.25mm); compatibility with machined metal, wetted metal, and high reflectivity surfaces without requiring paint or contrast medium application; ability to operate within a breadbox-sized volume while resolving curves, surfaces, and intersections of conjoined items; operational capability in high humidity and potentially condensing environments across a wide temperature range above freezing with stable temperature during operation. All hardware and software must be developed and sourced from the United States with no international sourcing permitted. WiFi and Bluetooth connectivity are prohibited, and software shall not require cloud services or internet connections. Interested organizations should submit expressions of interest addressing the problem statement items for BPMI assessment regarding follow-on engagement and contracting. BPMI is simultaneously engaging select vendors independently of this open call.

Reduced Size 3D Scanner Problem Statement

*This posting is a Bechtel Plant Machinery Inc. (BPMI) problem statement posted by Fluor

Marine Propulsion, LLC on their behalf.

Contact personnel and follow up communications will come from BPMI

The Maritime Industrial Base (MiB) has hundreds of vendors seeking to perform inspections and repairs of confined spaces within components or systems that would benefit from three-dimensional scanning of in situ hardware. Current 3D scanning hardware tools are too large to fit within the confined spaces where inspections and scans are conducted.

BPMI is seeking responses from companies who are interested in developing or refining products to meet the challenge posed by performing 3D scans within confined spaces.

Responses should identify existing product(s), future product(s), or a willingness to develop new products which support the following:

• Target Size for Scanner (max): 6 in x 3 in x 1 in (~150mm x ~75mm x ~25mm)

• Accuracy/Resolution (min): 0.01 in (~0.25mm)

• Surface Compatibility: Machined metal, wetted metal, high reflectivity, no application of paint/contrast medium.

• Working Area General Description: Inside of a breadbox volume and able to resolve curves, surfaces, and the intersections of conjoined items.

• Operational Environment General Description: High humidity - potentially condensing; a wide hot to cold operating window, above freezing, with stable temperature during operation.

• Consideration: Hardware and software must be developed and sourced from the United

States, international sourcing is prohibited. WiFi and Bluetooth are prohibited. Software shall not require a cloud service or internet connection.

Interested organizations should submit an expression of interest that answers the items of this problem statement, which will be assessed by BPMI to identify if follow-on engagement and contracting is warranted. BPMI is independently engaging some vendors in parallel with this problem statement and open call.
