Phase I invited potential offerors to submit information, which included past performance and key personnel. After evaluation, the technical advisory board established an advisory short list and invited those offerors to participate in Phase II; however, any offeror that submitted a technical proposal will not be precluded.

Phase II shall request technical proposals, which shall include a detailed project management plan, based on the issued construction bid documents and additional technical requirements. This phase shall also require the submission of the offerors price proposals, which shall not be evaluated until the technical recommendation has been submitted to the Source Selection Authority. Discussions may be conducted in this step, however it should be noted that a selection and award may be made without discussions.
