AMERICAN REINVESTMENT &
RECOVERY ACT (ARRA)
Recovery - CMS Energy Package (HVAC and Lighting Replacement)
November 2, 2009
I. INTRODUCTION:
The purpose of this conference is to answer any questions and to give offerors the opportunity to identify ambiguities in the specifications, drawings, or solicitation requirements.
When possible, the prospective offerors questions shall be answered. Those answers which require further study shall be deferred. Additional questions shall be emailed to the U.S. General Services Administration, Attention: Nadya L. Popil at nadya.popil@gsa.gov. The cutoff date for questions shall be November 17, 2009.
Contractors shall not contact the project engineer or anyone else related to this project directly.
In accordance with FAR 52.215-1, Instructions to Offerors - Competitive Acquisition, offerors are hereby informed that the Government intends to evaluate proposals and award a contract without discussions with offerors except for clarifications. Therefore the offerors initial proposal should contain the offeror’s best terms.
The Government reserves the right to conduct discussions if necessary. Only those changes to the RFP (solicitation) that are covered by a formal written amendment shall be considered official. It is the intent of this meeting to review with the Contractor any questions and clarifications they may request.
An amendment will be issued, covering pertinent questions and answers addressed here today. In the event that any questions cannot be answered today they will also be covered in the amendment. Any items discussed here are not changes to the Contract Documents, only those items addressed by an Amendment constitute contract changes. GSA comments related to the specifications and drawings may also result in an amendment.
All amendments must be acknowledged with your proposal. All amendments will be posted on the Federal Business Opportunities Website (http://www.fbo.gov).
Amendments must be acknowledged in Block 19 on the Standard Form 1442 - Solicitation, Offer and Award, included in the RFP and on the Proposal Sheet.
IV. PROCUREMENT PROCESS
The procurement process shall consist of two (2) phases.
Phase I In this Phase, offeror’s submitted a technical proposal for Past Performance and Key Personnel qualifications. During this phase, GSA evaluated technical offers and developed an advisory short list based on technical qualifications of the most technically qualified firms. In this stage, GSA advised each respondent that participates in Phase I, in writing, as to whether or not they were invited to participate in Phase II, or that they were unlikely to be a viable competitor. GSA informed all respondents that not withstanding the advice provided by GSA in response to their submission in Phase I, they may participate in Phase II.
NOTE: EVALUATION OF PHASE I HAS CONCLUDED. CONTRACTORS
WHO WISHED TO BE CONSIDERED FOR PHASE II MUST HAVE
SUBMITTED A TECHNICAL PROPOSAL DURING PHASE I OF THE
PROCUREMENT PROCESS. ANY CONTRACTOR WHO HAS FAILED TO
SUBMIT A TIMELY TECHNICAL PROPOSAL (SEPTEMBER 25, 2009) WILL
