SUMMARY OF THE ACQUISITION STRATEGY
The proposed contract will be a firm fixed price contract. The procurement method for the proposed contract will be a competitive negotiated Request for Proposal (RFP).
Source Selection Procedures as identified in FAR PART 15.3 will be utilized in the selection of a firm whose proposal has the highest degree of realism and whose performance is expected to best meet stated Government requirements. Accordingly, offerors will be evaluated based on technical merit with respect to demonstrated successful past performance, key personnel qualifications, and project management plan.
In addition offerors will be evaluated based on price proposals.
The procurement process shall consist of two (2) phases:
Phase I In this Phase, offeror’s shall submit a technical proposal for Past Performance and Key Personnel qualifications. During this phase, GSA will evaluate technical offers and develop an advisory short list based on technical qualifications of the most technically qualified firms. In this stage, GSA will advise each respondent that participates in Phase I, in writing, as to whether or not they will be invited to participate in Phase II, or that it is unlikely to be a viable competitor. GSA will inform all respondents that not withstanding the advice provided by GSA in response to their submission in Phase I, they may participate in Phase II.
NOTE: CONTRACTORS MUST SUBMIT A TECHNICAL PROPOSAL DURING
PHASE I OF THE PROCUREMENT PROCESS TO BE CONSIDERED FOR AWARD.
FAILURE TO SUBMIT A TIMELY TECHNICAL PROPOSAL (SEPTEMBER 25, 2009)
WILL RESULT IN EXCLUSION OF A PROPOSAL FROM FURTHER
CONSIDERATION.
Phase II In this Phase, GSA will issue all construction bid documents and additional technical requirements to all Offerors on the advisory short list and any other Offeror(s) from Phase I who requests the package. Offerors shall submit an additional technical proposal for a Project Management Plan and their Price Proposal. An on-site pre-proposal conference will be held to allow prospective offerors the opportunity to clarify any solicitation/technical ambiguities and survey the site – date and more details to follow after the Phase I advisory short list has been developed. A determination of the competitive range shall be developed by the Contracting Officer. Discussions may be conducted in this phase, however it should be noted that a selection and award may be made without discussions.
NOTE: Phase II Solicitation for Offerors will be posted on The Federal Business Opportunities (FEDBIZOPPS) website, (www.fbo.gov) on or about October 21, 2009.
A charge for proposal specifications and drawings will not be required.
METHOD OF AWARD
Through the source selection process, the team will evaluate the proposals relative to technical and price factors. The evaluation of proposals will be conducted independently by each Source Selection Evaluation Board (SSEB) member. As part of the individual evaluation of proposals, the SSEB members will be required to identify the strengths, weaknesses and deficiencies in the proposal. The SSEB will then meet to compare and discuss the individual technical ratings for each proposal and arrive at a consensus score for each offeror.
The “best value continuum” concept (FAR 15.101-1) will be utilized as the method of selecting the proposal that represents the greatest value to the Government, based on the evaluation of price and other technical factors specified in the solicitation. The greatest value concept provides the opportunity for a price/technical trade-off and does not require that the award be made to the offeror submitting the lowest price.
Offerors are hereby informed that a selection and award may be made without discussions. If an award is made at a higher price, the source selection decision must document the value analysis that justifies the expenditure of additional funds.
Unsuccessful offerors will be notified in writing. Requests for debriefings will take place upon written request after award of the contract.
The Phase I Technical Evaluation Factors are listed in descending order of importance:
Factor 1. Past Performance Factor 2. Key Personnel Qualifications
NOTE: In accordance with FAR 15.305 (a) (2) (iv), in the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance.
The Phase II Technical Evaluation Factor is considered to be of equal importance to both the Technical Evaluation Factors listed for Phase I:
Factor 3. Project Management Plan
Price: Price Proposals shall be submitted in Phase II along with their Project Management Plan. For award purposes, prices will be evaluated based on the total construction price of the contract. For this solicitation, the combined weight of the all three (3) technical evaluation factors is more important than price.
The technical factors for this solicitation have been chosen based on each factor’s ability to determine the technical capability of an offeror. The overall objective is to conduct an impartial, equitable, and comprehensive evaluation of proposals in accordance with the statement of requirements and award methodology with the outcome being the selection of the source that will best satisfy the Government’s needs.
A firm fixed price award will be made to the responsive offeror who submits the proposal which will provide the greatest value to the Government in terms of Phase I submissions of Past Performance and Key Personnel Qualifications and Phase II submissions of a Project Management Plan (PMP) and Price. Please see the next section for a further description of the details and requirements of Phase I submissions.
NOTE: INSTRUCTIONS FOR PHASE II WILL BE PROVIDED IN A FUTURE AMENDMENT.
