About this opportunity
The Department of the Navy Naval Air Systems Command is conducting market research for the Recovery Assist Secure and Traverse (RAST) System through a Request for Information (RFI). The agency seeks potential vendors capable of providing comprehensive services including system repair, upgrades, technical data, technical studies, installation, testing, engineering services, and training related to recovery systems and equipment. This pre-solicitation notice is designed to identify eligible contractors who can support the RAST program across multiple technical domains. The government will use the responses to determine whether to proceed with a competitive procurement under 10 USC 2304 (c)(1). Responses must be submitted within 10 days of the May 13, 2025 publication date and should reference contract number N68335-25-R-0438.
No specific set-aside categories are designated for this opportunity, which suggests the procurement will be open to a broad range of potential contractors. The procurement will be structured as a Basic Ordering Agreement (BOA) with individual Delivery Orders issued against the base agreement. The NAICS code 336413 for Other Aircraft Parts and Auxiliary Equipment Manufacturing indicates the technical complexity of the required work. While specific award values are not disclosed, the comprehensive nature of the required services suggests a potentially significant contract scope. The government will use the submitted information to evaluate contractor capabilities in aircraft recovery system design, engineering, technical services, and equipment provision, with the ultimate procurement method and competitive approach to be determined based on the market research responses.
