About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VA) is soliciting quotes for laboratory courier services between the Tyler VA Outpatient Clinic and Dallas VA Hospital through a Request for Quotation (RFQ 36C25725Q0275). The contract requires daily roundtrip courier services, including scheduled trips (522 per year) and unscheduled trips, involving transportation of laboratory specimens, medical supplies, and interoffice mail. Offerors must demonstrate technical capability to perform two daily roundtrips covering approximately 107 miles, with transportation of items like a 50-gallon cooler containing sterile instrument trays. The evaluation will be based equally on technical acceptability, past performance, and price, with vendors required to provide at least two federal and one private reference or three private references if no federal experience exists. Interested vendors must submit quotes by March 14, 2025, at 3:00 PM Eastern Time, with preliminary questions due by February 28, 2025, at 11:30 AM Eastern Time.

The solicitation is a total Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside under NAICS code 492110, with a size standard of 1,500 employees. The incumbent contractor is FCX LLC, currently serving under contract 36C25720C0116 with a value of $169,428.15. The contract period includes a base year from July 1, 2025, to June 30, 2026, with four potential one-year option periods extending through June 30, 2030. Performance will occur at 428 Centennial Parkway in Tyler, Texas, with contractors required to provide trained personnel, vehicles with temperature monitoring capabilities, and proper equipment for handling biohazardous materials. If no qualified SDVOSB proposals are received, the VA may re-solicit the contract as a small business set-aside, with the potential for a 6-month service extension option available under FAR 52.217-8.
