About this file
This document shows changes to evaluation criteria for solicitation 36C25725Q0275, a courier services contract between Tyler VA Clinics and Dallas VA Hospital. The evaluation criteria consist of three main components: Technical, Past Performance, and Price.
The technical evaluation requires contractors to meet requirements for courier responsibilities, continuity of services, and goods transport, with proof of required training (including HIPAA compliance) within one week of award. Contractors must demonstrate ability to provide two daily roundtrips between Tyler VA Clinics and Dallas VA Hospital (107 miles each way). For past performance, offerors must submit at least two federal and one private reference, or three private references if no federal experience exists, showing satisfactory performance and training compliance history. Price reasonableness will be evaluated using FAR 12.209 procedures, comparing proposed prices against the Independent Government Estimate and other offerors. The evaluation includes consideration of a potential 6-month service extension option under FAR 52.217-8.

Changes to Evaluation Criteria (highlighted).
(d) Evaluation Criteria:
A. Technical:
1. Contractor must be able to meet all the requirements described in the Courier
Responsibilities, Continuity of Services, Inclement Weather and Emergencies, and Goods
Transported sections of the Statement of Work (SOW).
2. Contractor shall affirm they can provide proof of all required training described in the
Courier Responsibilities, HIPAA Compliance/Security Requirements and Training sections of the SOW within one (1) week of contract award.
3. Contractor demonstrates they are capable of providing two (2) trips daily between the
Tyler VA Clinics and the Dallas VA Hospital (107 miles each way).
4. Contractor demonstrates they can meet the Pick-Up/Delivery Schedule section of the
SOW.
B. Past Performance:
Offerors are to submit the contract name/number, date(s) of performance, and a point of contact, to include telephone number, and e-mail address for reference contracts for which the offeror has performed services that are the same or similar to those required in this solicitation.
References provided should be able to address the following:
1. History of Satisfactory or better performance of services.
2. History of maintaining compliance of required training.
References should include at least two (2) Federal sources and one (1) private source as either a
Prime contractor or subcontractor. If no Federal references available, three (3) private
(commercial) sources are acceptable.
Past performance will be evaluated for a minimum “Satisfactory” performance using the three
(3) references provided and a review of assessment reports in Contractor Performance
Assessment Reporting System (CPARS). Vendors with no past performance history will not be considered to have below a “Satisfactory” performance rating.
C. Price:
1. In evaluating the offeror’s proposed price for this project, the techniques and procedures described under FAR 12.209, Determination of Price reasonableness, will be the primary means of assessing proposal reasonableness.
2. Price will be evaluated for reasonableness, completeness, and fairness by comparing the proposed prices for each ordering period with the Independent Government Estimate and the prices posed by other offerors.
3. Evaluations of Options.
i. For purposes of award of this Contract, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will, therefore, assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the
Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR
52.217-8.
