About this opportunity
The U.S. Coast Guard is procuring two MH-65E tail rotor servo components (part numbers SC7282 and SC7283) manufactured by Goodrich Actuation Systems SAS through this Request for Quotation (RFQ 70Z03826QB0000065). All procured parts must demonstrate clear traceability to the Original Equipment Manufacturer through complete, documented, and auditable paper trails from OEM-approved sources, and must include a Certificate of Airworthiness in compliance with Federal Aviation Regulation Part 21. The government will evaluate quotations based on fair and reasonable pricing rather than competitive criteria, as this is a sole-source acquisition. Award is anticipated on a firm-fixed price basis to Prime Industries, Inc., which is believed to be the only source capable of providing genuine OEM parts with required certifications and traceability documentation. The response deadline for quotations is March 13, 2026, leaving potential bidders only one day from the posting date to submit their offers.
No small business set-aside has been applied to this procurement, though the small business size standard is established at 1,250 employees. Prime Industries, Inc. (located in Peachtree City, Georgia) is the anticipated sole-source awardee, as the Coast Guard has determined that Goodrich does not distribute these safety-critical components directly in the United States. The solicitation seeks one unit each of the two servo components with a required delivery date of April 6, 2026, using F.O.B. Destination delivery terms. Performance will take place in the United States, with final delivery to the Coast Guard Aviation Logistics Center in Elizabeth City, North Carolina. The procurement does not specify a budget range or award value, as pricing information will be established through the quotation process and incorporated into the resulting purchase order.
