About this opportunity

The U.S. Coast Guard is procuring 12 units of a fitting (Part Number 366A25-1350-79, National Stock Number 1680-01-HS2-2655) for use on MH-65E helicopters through Request for Quotation (RFQ) 70Z03826QB0000059. All parts must demonstrate clear traceability to the Original Equipment Manufacturer (OEM), Airbus Helicopters Inc., with documented proof of sourcing from OEM-approved suppliers, and must comply with Federal Aviation Administration (FAA) guidelines to ensure aircrew safety. The solicitation emphasizes that best value to the Government is the objective, but quality and airworthiness cannot be compromised. Evaluation will focus on fair and reasonable pricing determination given the sole-source nature of the acquisition; however, if responsive offers are received from responsible sources authorized by the OEM to perform major repairs, the solicitation will be amended to consider those offers. The quotation deadline is March 6, 2026, with a requested delivery date of March 13, 2026, and offerors must hold prices firm for 120 calendar days from the receipt deadline.

This is a restricted, sole-source procurement with no small business set-aside, anticipated to be awarded to Airbus Helicopters Inc. (Cage Code 3GSZ1), located at 2701 Forum Drive, Grand Prairie, Texas. The Coast Guard justifies the non-competitive acquisition based on the unavailability of alternative sources due to exclusive design and manufacturing by Airbus Helicopters France as the sole OEM. Delivery is F.O.B. Destination to the USCG Aviation Logistics Center in Elizabeth City, North Carolina, and all items require Certificates of Conformance signed by authorized officials. No specific budget range has been disclosed in the solicitation documents, and pricing will be determined through quotation submissions. The contract incorporates extensive quality assurance, packaging, inspection, and documentation requirements applicable to aviation-related products, with invoices to be submitted electronically to ALC-Fiscal@uscg.mil and payment made via the System for Award Management.
