About this opportunity
The Department of Agriculture Forest Service R6-Pacific Northwest Region is issuing a Notice of Intent for a Blanket Purchase Agreement call order to procure forestry fuels management services, specifically hand thinning and grapple piling operations. The Prairie City Ranger District of the Malheur National Forest requires these services across 937 treatment acres in two distinct project areas: the Summit Creek area encompassing 205 acres of mixed natural and post-commercial stands, and the Elk 16 area covering 732 acres of post-commercial stands. This procurement falls under NAICS code 115310 for Support Activities for Forestry and is being conducted under FAR 13.303-5 for placing calls against an established BPA. The solicitation document indicates that interested vendors must request the full solicitation materials by contacting Andrea Pollock via email. The response deadline is set for September 18, 2025, at 4:30 PM PT, giving potential contractors a seven-day window from the posting date.
This opportunity is designated as a Total Small Business set-aside, meaning only qualifying small businesses are eligible to compete for the work. The contract will be awarded through an existing Blanket Purchase Agreement (BPA #1240BE23A00XX) that was previously established through a competitive process and awarded to multiple small businesses. While specific award values are not disclosed in the notice, the scope involves treating 937 acres total, with the Summit Units representing the smaller portion at 205 acres and the Spike Units comprising the larger segment at 732 acres. The work will be performed in Prairie City, Oregon, within the Malheur National Forest boundary. The procurement structure allows the Forest Service to efficiently place call orders against the pre-established BPA framework without conducting a full competitive solicitation process for each individual project.
