About this opportunity
The Defense Logistics Agency Land and Maritime seeks one SERCO TU400-1000 portable lathe and boring machine via sole-source procurement, with quotes due May 13 at 08:00 AM. The solicitation is set aside 100 percent for women-owned small business (WOSB) concerns under NAICS 333517, Machine Tool Manufacturing.
Place of performance is Silverdale, Washington. The equipment must achieve 0.0004-inch precision for concentricity and parallelism with surface finish capability from Ra 32 to 500 microinches, and must be compatible with existing SERCO TU600 equipment installed in Shop 31B. The contractor must provide the equipment with all shipping, crating, and rigging costs; two hard copies of operation, maintenance, and repair manuals bound in three-ring binders; three working days (21 hours) of onsite training for maintenance and operation; and a warranty performance report. All equipment must be new, current design, asbestos-free, and comply with Naval Base Kitsap Environmental hazardous material controls. Delivery must occur within 90 days post-award, FOB destination to NAVIMFAC PACNORWEST (DoDAAC N68438).
The contract includes four firm fixed-price line items: the lathe unit, COTS manuals and supplemental data per DI-TMSS-80257C, warranty performance report per DI-SESS-81639A, and onsite training. Warranty coverage is one year or the manufacturer's standard warranty, whichever is greater, commencing from acceptance and provided by a factory-authorized distributor. The contractor must provide a unique item identifier, comply with NIST SP 800-171 cybersecurity requirements (unless the lathe qualifies as COTS, in which case NIST applies only to non-COTS components), maintain comprehensive general liability insurance of $500,000, and register in SAM. Quality acceptance is QA 4 with seven-day inspection. Quotes must be submitted via email to Tricia.Wintersteen@DLA.MIL and include completed and signed solicitation, manufacturer name, country of origin, and lead time for delivery.
