About this opportunity

The Naval Surface Warfare Center, Philadelphia Division (NSWCPD), under the Department of the Navy Naval Sea Systems Command, is issuing a Request for Information (RFI) to conduct market research on subsea rollers and bearings designed for payload handling equipment capable of operating in both dry and subsea environments. Prospective respondents must demonstrate capability to design, fabricate, and test rollers that support dynamic rolling loads of at least 25,000 lbf for Assembly A and 58,000 lbf for Assembly B, achieve payload movement speeds of 30 feet per minute or greater, maintain a coefficient of friction not exceeding 0.150, and meet MIL-DTL-167A mechanical vibration standards for shipboard equipment. The Navy requires detailed capability statements that address company qualifications, current product offerings suitable for modification or custom development, feasibility assessments, design margins and safety factors, mounting methods, maintenance cycle estimates, and rough-order-magnitude cost estimates for nonrecurring engineering, prototype manufacturing and testing, and full-scale production. Evaluation will assess the respondent's ability to meet demanding operational specifications including performance across temperature ranges from -20 to 140 degrees Fahrenheit in air and 28 to 95 degrees Fahrenheit in seawater, functionality at depths of at least 400 feet, corrosion and biofouling resistance, and minimal acoustic signatures underwater. Electronic submissions are due by 6:00 PM EST on May 13, 2026, directed to jenny.e.tomeo.civ@us.navy.mil with the solicitation number N64498-26-RFPREQ-PD-45-0080 in the subject line.

This RFI is for market research and planning purposes only and does not constitute a commitment to award a contract, request for proposal, or obligation of any kind by the Government. No set-aside designations apply to this market research inquiry, and no potential incumbents or current contractors are identified in the notice. The Government will not provide compensation for response preparation costs, nor will it release proprietary information submitted by respondents without written permission in accordance with applicable markings; however, all submissions become Government property and will not be returned. The required service life for the equipment is no less than 45 years with an anticipated operational tempo of 100 system cycles annually and 18 months of continuous operation without maintenance, representing a significant durability and reliability requirement. No specific award values or budget ranges are provided in this pre-solicitation notice, as the RFI is designed to gather market capability information to inform potential future procurement strategy and contract development.
