About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure a Parts Kit, Battery, identified by National Stock Number (NSN) 6160-016528615, which falls under the Miscellaneous Battery Retaining Fixtures, Liners And Ancillary Items category. This is a pre-solicitation notice posted on February 17, 2026, with a response deadline of February 25, 2026. The primary objective is to identify potential manufacturers or sources capable of producing these parts competitively. The government is specifically inviting interested companies to submit information regarding alternative sources that may be qualified to manufacture these items, with the understanding that reverse engineering is not economically feasible at this time. Interested companies can also apply to be reviewed and qualified as an approved source through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program, which requires submission of technical data demonstrating manufacturing capability equal to or exceeding the original equipment manufacturer's standards. Contract Specialist John McCarthy (john.mccarthy@dla.mil) is the primary point of contact for all submissions and inquiries.
Currently, Northrop Grumman Systems Corporation is listed as the only approved source for this NSN, though the notice indicates that Stratus Systems has been identified as the sole provider due to the lack of economically available competitive data and specifications. The procurement is not designated as a set-aside for any particular business category. No specific contract value, quantity requirements, or service timeline has been disclosed in this pre-solicitation notice. The notice explicitly requests that any company with potential manufacturing capabilities submit relevant source information directly to the Contract Specialist by the February 25, 2026 deadline. The evaluation and qualification process will be based on each prospective contractor's ability to document and demonstrate that their product meets or exceeds the quality standards of the currently approved item.
