The U.S. Department of Education (the Department) hereby provides Amendment 0001 to Request for Proposals Number ED-IES-15-R-0025, Parent Information and School Choice.
Amendment 0001 provides responses to all clarification questions received in response to the subject RFP. All other terms and conditions remain unchanged.

May 4, 2015 - Responses to Questions Received for the Parent Information and School Choice Requirement.
The U.S. Department of Education (the Department) provides the following responses to the clarification questions received in response to the Parent Information Vendor Collaboration Webinar.
Question #1 - Is it required to submit a capability statement in order to be eligible to bid on the full RFP?
U.S. Department of Education Response to Question #1: Interested Parties are not "required" to submit a Capability Statement for the anticipated procurement. Interested Parties will not be prohibited from submitting proposals when the full Requests for Proposals (RFP) is released, if the Party chooses not to submit a Capability Statement. Capability Statements are a market research tool that can aid the Contracting Officer in determining the Department's acquisition strategy for a procurement.
Question #2 - Would the Department be able to release the design documents that were prepared under the prior design contract? They would be very helpful to have for proposal planning purposes.
U.S. Department of Education Response to Question #2: The design documents that were prepared under the prior design contract will be released with the RFP, as attachments. It will be incorporated into the resultant contract award as Government Furnished Information (GFI).

The U.S. Department of Education (the Department) is conducting market research to determine if sufficient interest and capability exists in the marketplace for the Parent Information and School Choice requirement. This notice is NOT a request of proposals, but is an invitation for potential offerors to express interest and provide information regarding their relevant knowledge, skills and capabilities. Information submitted in response to this Request for Information (RFI) may be used to assist the Department in finalizing its acquisition strategy.
Disclaimer: The Department will not pay for the provision of any information nor will it compensate any respondents for providing this information. This notice in no way obligates the Government to award any contract to any interested party. Feedback will not be provided to any interested party who submits information to the Department in response to this notice.
