Results of Sources Sought

Two sources sought notices were used to conduct market research and to determine if qualified small businesses were interested in performing this project. The first sources sought notice was issued using solicitation number N4425515MKTG2, which was posted on June 26, 2014. Two responses were received and did not demonstrate relevant experience as defined in the notice. A second sources sought notice was issued on 04 September 2014, with the intent of providing an additional opportunity for small businesses to express interest in this project. In order to stimulate small business interest, the required experience elements were decreased. The Government received four responses in the second notice.

The firms did not possess the relevant specialized experience as defined in the notice or could not meet the bonding capacity. The contracting officer determined there is not a reasonable expectation of obtaining offers from two or more responsible small business concerns in accordance with FAR 19.502-2. Based on the market research, it was determined that this procurement will be solicited utilizing full and open competition. The Seattle Small Business Administration (SBA) Office concurred with this decision.
