The Southern Regional Research Center consists of twenty-four (24) buildings and a complete utilities system, sophisticated environmental controls, and a variety of specialized laboratories and rooms, all located on approximately thirty-three (33) acres. The complex presently contains approximately 400,000 square feet of floor space.
Government scientists, with the aid of research technicians and assistants, conduct research at SRRC. The support of this research requires a large number of laboratories, many of which are furnished with extremely complex and expensive test equipment requiring closely controlled environments to function properly.
O&M functions at SRRC shall include the areas of work management, preventive maintenance, building maintenance, shop services, alteration and repair, grounds maintenance, heating, ventilation, air conditioning, refrigeration, electrical, housekeeping, information technology and administrative services.
The Government anticipates the award of a firm, fixed price contract with an indefinite delivery, indefinite quantity (IDIQ) component for additional work. The period of performance will bed to be one base period and five option periods, not to exceed five years in total. This acquisition will be conducted using the authority of FAR Part 15, Contracting by Negotiation, and is set aside for small businesses.
This procurement requires the use of biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced. Where available, these products should first be acquired from among qualified products that fall under the umbrella of items designated through the USDA BioPreferred Program.
In accordance with FAR 52.204-7, System for Award Management, prospective offerors must be registered in the System for Award Management (SAM) in order to be considered and to be eligible for award. Information about how to register can be obtained at www.sam.gov.
The North American Industry Classification System (NAICS) Code associated with this action is 561210 with a size standard of $35.5 Million.

THE PURPOSE OF THIS NOTICE IS TO SERVE SOLELY AS A SYNOPSIS OF AN ANTICIPATED SOLICITATION, AG-32SD-S-14-0001. NO PROPOSALS ARE REQUESTED AT THIS TIME AND ANY SUBMISSIONS IN RESPONSE TO THIS NOTICE WILL NOT BE CONSIDERED.
The Department of Agriculture, Agricultural Research Service intends to issue a solicitation for proposals for operations and maintenance (O&M) support services at the Southern Regional Research Center (SRRC) located at 1100 Robert E. Lee Boulevard, New Orleans, LA 70124. The USDA anticipates the issuance of this solicitation will be in mid-to-late January 2014. Prospective offerors are responsible for accessing the FedBizOpps portal to obtain all applicable solicitation documents and any subsequent amendments during the open period. The solicitation will provide instructions about the proposal submission process.
