The Contractor is responsible for purchasing the dry ice.

Ref. PWS 6.3.1 - The two 1,000-ton chillers are currently on a maintenance contract, but the 200-ton chiller is not. Is it the government's wish that the contractor place the 200-ton chiller under a maintenance contract as well? How about the 70-ton chiller?

The 200 ton chiller should be included in the maintenance contract.

The 70 ton unit will be taken out of service.

Ref. PWS 7.6 - Is painting considered Additional Work?

Yes.

In the President's State of the Union address, he mentioned a plan to make sure all federal contract workers receive pay of at least $10.10 per hour. Some of the SCA wage rates for contract positions are below that rate. Should offerors reflect the new rate in their proposals?

The Service Contract Act and Davis Bacon Act labor wage rates provided should be according to the most current DOL rates, which are provided with Amendment 04.

Ref: PWS 1.1.2. - Repair and Replacement Parts - The Contractor will be responsible for the first $1,000 of repair and replacement parts for all types of routine work per work order, up to $10,000 limit per year. Note: Unless negligence occurs on the part of the contractor, the Government will replace all “Government furnished” equipment as needed. The Contractor shall include expenditures details in the monthly report. Upgrading and/or replacing fixtures, equipment, or components to facilitate energy conservation efforts will employ gratis labor. Does this mean that the contractor is responsible for only up to $10,000 per year in repair and replacement parts/materials? If so, after $10,000 is spent, does the Government then provide direct reimbursement for additional spare parts and materials? If that is not the correct assumption, please provide historical annual data on the parts and materials purchased for each year of the current contract.

Is the contractor responsible for the purchase of fuel for vehicles, bobcats, generators, scissor lift, bush hog, lawnmowers, gators, weed eaters, etc.? If so, please provide historical data on annual fuel purchases.

Fuel for motor pool vehicle, cars/trucks/vans, is provided by government via vehicle fuel card. Fuel for the large emergency generator is provided by government. Fuel for all other equipment used by contractor is the contractor’s responsibility, approximate annual usage of 1500 gallons of Diesel and 400 gallons of Gas.

Will you provide the name and contact information for the current Program Manager?

PWS Para 1.1- 6th para: - The Contractor shall submit with the initial proposal a complete list of biobased products, indicating the name of the manufacturer, cost of each material, and the intended use of each of the materials that are to be used in carrying out the requirements of the contract. Additionally, the winning Contractor on each anniversary date of the contract shall compile a complete list of biobased products, including the information above, purchased to carry out the contract requirements. The Contractor shall list volume to be used and total cost for each individual product. This information will be used for reporting purposes. Question: Since the government has the current list of biobased products from the last contract period, their volume and costs, would the government provide that list so that all contractors are bidding the same materials and the government can evaluate apples to apples?

The requirement for a complete list of biobased products is removed from the solicitation in Amendment 04.

Appendix 4, Historical Workload data, simply provides a list of labor categories. - Would the government provide more detailed workload data for routine work, for example, number of priority 1,2,3 calls, number of afterhours calls, number of work orders for grounds equipment and vehicles.

All work is priority three unless it has an impact on Safety, Security and physical integrity of the facilities. I.e., water leak inside the facility,

The past performance for the proposed major subcontractor will be accepted within the three to five contracts for the bidder.

Also, Appendix 2 - List of Required Reports lists a Stock Room Inventory. This function is not in the Performance Work Statement. Clarification is requested.

The Stock Room Inventory Report in Appendix 2 is no longer a requirement and is being removed.

In the solicitation page 45 Section1, Past Performance (1), It states that we need to provide at least 3 to 5 contracts references that have been performed with in the last 5 years. Does that have to just the Prime contractor or can it include the Prime contractor and a subcontractor past performance?

Proposals which are smaller in size than the stated maximums will not be looked less favorably upon, assuming that the proposal adequately describes the offerors proposed solution to the Government’s needs.

We will need this information to develop grounds maintenance staffing, equipment and supply needs. I.E., number of improved acres, number of unimproved acres, SF of beds, approximate number of trees to be maintained, number of bushes to be maintained, number of seasonal plants, etc.

The provided inventory appears to be incomplete. I.e., there are no backflow preventers listed, no tanks of any type listed, no fire suppression elements listed, no electrical distribution system elements are listed, etc. Will the USDA please provide a complete inventory of everything that the contractor will be responsible for or should we only bid what is in the solicitation and expect an adjustment modification after a post award inventory of the installed equipment and systems?

Appendix 1: A) Vital Functions (VF). Vital functions are those considered to be most essential for SRRC’s mission to be maintained on a 24-hour a day basis. - Question: Who will make the determination of what is vital and what does 24-hour mean. Does it mean 3 shifts a day or some other basis?

Section L.4.2 states "...Electronic proposal submissions will only be accepted as discussed in paragraph (a)(3)(b) and (a)(3)(c) below and files are not to exceed five (5) megabytes…" However, as the proposal will likely be quite large -- in excess of 100MB for all volumes, this requirement seems impossible to meet. If allowance is granted to submit the proposal multiple files, this will still generate a large number of transmittal emails that will likely jam your email system when all offerors submit on the due date. We respectfully request the Government's consideration of changing the proposal instructions to allow submittal of the electronic copy to your office via compact disc (CD).

The proposal instructions have been changed to remove the size restriction of the files that will be submitted electronically. However, please ensure that the electronic files do not exceed the proposal page limitations.

I just want to confirm final questions are due next Thursday? Also will there be an extension since proposals are due 4 business days after we submit final questions? Will USDA consider increasing the page count to 150 pages not including plans as the last proposal submission that was canceled had no proposal limit and there is much content that you want addressed in section L?

The proposal due date was extended to Monday, March 10, 2014 in Amendment 03.

On page 48 of the file AG-32SD-S-14-0001_SRRC_Solicitation, why does the contractor need to supply a complete list of biobased products with the proposal? This seems excessive. Would agree upon contract award and or during Phase in.

This requirement is removed in Amendment 04.

Pg 27 PWS 7.2 - Is there a requirement for night cleaning? If so, is there a minimum for night personnel such as the requirement for the day-time cleaning?

No.

There is no way we can really give a Service Agreement cost unless I know the Conductivity / Resistivity of the Water and Hardness of the Water and Gallons Per Day Usage of the Water – if there is only a Water Softener and Deionization Worker and Polisher Tanks and UV Light being Looped throughout the building, we would really need to know what the current Arrangement and Sizes of Tanks are being used (in Series or Parallel) and if flow meter readings are available to give a daily or monthly usage – this will help us determine how many tanks would be used yearly… unfortunately many companies remove tanks prematurely and the customer spends 30-40% more on products before becoming exhausted… additionally if an In-Line UV Light is being used to kill microbes, the UV Bulb must be replaced yearly (inexpensive to do, but should be required)…

Approximately 25,000 gallons per month.
