About this opportunity
The Department of Homeland Security US Coast Guard seeks repair and restoration of circuit card assemblies and electronic equipment modules to ready-for-issue condition, with quotes due July 15. This is a combined synopsis and solicitation for commercial items under FAR Part 12, with award on a lowest-price-technically-acceptable (LPTA) basis as a firm fixed price purchase order.
Place of performance is the Coast Guard Surface Forces Logistics Center in Baltimore, Maryland. Contractors must perform disassembly, cleaning, fault isolation, repair or replacement of failed parts, installation of field changes and firmware upgrades, reassembly, alignment, and testing. All spare parts, technical manuals, discrete components, and consumable materials are contractor-supplied. Original equipment manufacturer parts or equivalent parts must be used; nonstandard parts require Contracting Officer approval. Repairs exceeding 65 percent of item acquisition cost are not normally authorized; repairs involving obsolete or severely damaged equipment require Contracting Officer notification and cost estimate approval before proceeding. Three levels of inspection are required: incoming, in-process, and final (including visual examination and functional verification). All rework and parts replacement must be documented with test data record sheets. Repaired items must be individually packaged in original containers, marked per MIL-STD-129 Change 4 with bar coding, and shipped in exterior containers meeting common carrier standards. The contractor must maintain an inspection system per ANSI/ASQC-C1 with calibrated test equipment traceable to the National Bureau of Standards and affix a permanent vendor identification decal with repair date and contract number.
Evaluation criteria include technical acceptability (compliance with packaging, preservation, and marking requirements; ability to meet delivery schedule; fair and reasonable pricing), and the Government may consider past performance with the Coast Guard or other federal agencies. Shipping costs must be included in item pricing, not as a separate line item. Vendors must have active SAM.gov registration prior to award and must not be debarred or suspended. The NAICS code is 811210, Electronic and Precision Equipment Repair and Maintenance. Payments are NET 30 under FAR 52.232-25.
