The Request for Quotation is now attached.
Acquisition Authority: This acquisition is being conducted under Federal Acquisition Regulations (FAR) Part 13 - Simplified Acquisition Procedures, and the resultant contract award will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-101 / 10-26-2018.
Set-aside Status: No set-aside restriction is applicable.
Competition Status: This requirement is posted as non-competitive.
Non-Competitive (Single-sole Source (Including brand-name)) Determination: This notice of proposed acquisition is posted as an intent to award a purchase order on a non-competitive basis to Kamtek, Inc., at 4851 International Blvd., Frederick, MD 21073. The determination by the Government to award a contract without providing for full and open competition is based upon the market research conducted specifically producing no other sources of supply or service capable of achieving this Government requirement.
Description of Requirement: The purpose of this acquisition is to maintain the storage of nine (9) ultra-low freezers and 600 cubic feet of storage space in walk-in cold room at an off-site facility. An off-site facility is needed due to lack of on-site storage space at NCATS. Storage service must provide storage space, 24/7 Rees alarm monitoring and an annual preventive maintenance calibration for each unit. This is necessary because appropriate cold storage at -20C is essential for ongoing projects. The storage facility must be local and readily accessible, creating ease-of-access to stored samples only needed periodically.
It is in the Government's best interest to have the compounds and freezers in one location and to remain at Kamtek Inc. Transporting the contents to a different facility would not only be cost-prohibitive, but would risk the integrity of the samples as they must be maintained at a specific temperature to avoid degradation due to thawing and refreezing.
The total Period of Performance, including all option periods, is January 8, 2019 through December 31, 2020. This includes one base period from January 8, 2019 through December 31, 2019, and one option period from January 1, 2020 through December 31, 2020.
Summary Statement: This notice is NOT a request for competitive proposals or quotations. However, interested parties may identify their interest and capability to respond to this notice.
Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All respondents must have an active registration in the System for Award Management (SAM) www.sam.gov.
A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
All responses to this pre-solicitation notice must be received no later than 12:00pm EST on Thursday, December 6, 2018 and must reference the announcement number specified above.
Responses may be submitted electronically to Kimberly Espinosa at kimberly.espinosa@nih.gov. Fax responses will not be accepted.
Closing Statement: "All responsible sources may submit response which, if timely received, must be considered by the agency.".
