STATEMENT OF WORK
(SOW)
GENERAL INFORMATION
Title of Project:
Off-Site Storage for Frozen Compound Management Samples and Freezers
Project Purpose or Objectives:
The purpose of this acquisition is to secure 600 cubic feet of space in a -20C walk-in freezer to store samples, and to store nine ultra-low temperature freezers, where they will all be monitored 24/7.
Background Information:
The Chemical Genomics Center (NCGC) at the National Center for Advancing Translational Sciences
(NCATS) at the National Institutes of Health (NIH) is tasked with identifying and developing novel small molecule leads against a wide spectrum of human disease targets, which it accomplishes by screening thousands of small molecules in collaboration with both intramural and extramural researchers. In pursuit of this goal, the Center has a strong internal transdisciplinary team of scientists who continually discover novel small molecules for application against a wide range of human diseases.
NCATS, through the Molecular Libraries Small Molecules Repository (MLSMR), acquired nearly 400,000 novel small molecules for testing in our quantitative high throughput screening (qHTS) platform. These molecules were purchased at great expense and have been used in qHTS over the past 10 years in over
4,000 assays. The samples are currently stored at the Kamtek facility at -20C and need to continue being stored at -20C to maintain their integrity. NCATS also stores nine (9) ultra-low freezers at the Kamtek facility. These freezers and their contents are not required for daily operations and there is insufficient space on-site to store them.
Period of Performance:
Base Period: 1/8/2019 -12/31/2019
Option Period: 1/1/2020 – 12/31/2020
SCOPE OF WORK
General Requirements:
Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the
Government as needed to perform the general and specific requirements below.
• Provide constantly monitored freezer space in an off-site facility
• Provide storage space for nine ultra-low freezers with constant monitoring
• Complete preventative maintenance and calibration of each freezer every year
Specific Requirements:
The walk-in storage area must be temperature controlled to hold samples at a constant temperature not to exceed -20 Celsius. Logs must be kept of the temperature in the walk-in cold room 24 hours a day, which can be provided to NCATS upon request. The cold room must be maintained, including calibration and preventative maintenance, to ensure the best results at no additional cost to the government. Any issues with temperature control will be immediately reported to NCATS so we may assess any sample degradation. The facility must provide uninterrupted power supply and 24/7 REES alarm monitoring for all freezers and walk-in space utilized by NCATS. The facility also ensures that a yearly preventative maintenance inspection and calibration is completed.
The facility must be cGMP compliant, strictly following ISBER and NCI "Best Practices".
GOVERNMENT RESPONSIBILITIES
NCATS will provide pre-packaged and pre-inventoried samples in appropriate sized containers to fit properly on the shelving. NCATS will also provide nine ultra-low freezers.
DELIVERY OR DELIVERABLES
Contractor will submit to NCATS any temperature verification reports, and documentation of calibrations, preventative maintenance, or repairs done on the walk-in freezer and ultra-low freezers. Timely submission of deliverables is essential to successful completion of this requirement. Deliverables are to be submitted electronically to the NCATS POC identified on the purchase order.
REPORTING REQUIREMENTS
Contractor will send monthly reports directly to the NCATS POC to ensure that the contents are kept at temperature.
TRAVEL
Travel is not required.
KEY PERSONNEL
