About this opportunity

Naval Sea Systems Command (NSWC-PHD) issued a request for prototype proposals under the MATAC Other Transaction Authority (OTA) vehicle on September 16, 2026, with proposals due October 28, 2026. The Navy seeks to design, test, and validate a repeatable operational and business process prototype called Prototypes and Experiments Rapid Fielding Sites (PERFS) that accelerates evaluation and transition of maritime dominance and border defense capabilities to the warfighter. The underlying problem is that the Navy currently lacks a standardized, agile testing methodology and infrastructure capable of rapidly evaluating and integrating emerging intelligence, maritime, and border defense technologies against dynamic operational threats. Proposals should address how to prototype a novel, scalable operational framework that rapidly integrates, evaluates, and transitions disparate maritime and border defense technologies from laboratory environments to field operations. Interested contractors should access matac.org for additional details on technical requirements and submission instructions. This procurement falls under NAICS 541715 (Research and Development in the Physical, Engineering, and Life Sciences).
