About this opportunity

The Department of State Bureau of Diplomatic Security issued a reminder to anti-ram barrier manufacturers on July 30, 2026, that only barriers tested to ASTM F2656 and achieving an M30/40/50 P1 rating will remain on the DS-Approved List of Anti-Ram Barriers after December 31, 2026. Barriers failing to meet this standard will be delisted as "unapproved," and Department personnel will be instructed not to purchase or install them for new projects and to replace existing non-compliant barriers per Department policy.

The notice reinforces three prior compliance requirements. Manufacturers with previously approved barriers still in production must contact DS/PSD/RD in writing before April 30, 2024, providing barrier model numbers, dimensions, and points of contact; failure to respond results in delisting. All manufacturers must inspect and update websites and marketing materials by September 30, 2024, removing SD-STD-02.01 K rating language and prohibiting hybrid labeling that combines SD-STD-02.01 and ASTM F2656 ratings; non-compliance grounds removal of all that manufacturer's barriers from the list. By December 31, 2026, all manufacturers must provide valid test reports from accredited testing facilities demonstrating ASTM F2656 compliance with P1 penetration not exceeding one meter for the M-level medium-duty truck rating.

Manufacturers with questions should contact DSPSPRD@STATE.GOV with "Active Anti-Ram Barrier Compliance" in the subject line.
