About this opportunity

The U.S. Geological Survey (USGS) Office of Acquisition and Grants in Reston, Virginia, has issued a Special Notice of Intent to award a sole source contract to Sofar Ocean Technologies for a five-year subscription to its Spotter Platform service. The Spotter Platform provides real-time and historical data collected by Sofar Ocean's network of over 1,000 privately owned buoys, which the USGS St. Petersburg Coastal and Marine Science Center requires to fulfill its mission.

This sole source justification is based on the USGS's determination that Sofar Ocean is the only reasonably available source under FAR 13.106-1(b)(1). The estimated annual cost for the subscription service is $35,000, for a total of $175,000 over the five-year contract period. USGS has previously purchased 10 Spotter buoys valued at $104,400 and seeks to maintain access to Sofar Ocean's global network. While this is not a request for competitive quotations, any interested companies are welcome to submit their capabilities within two days of the notice's issuance. USGS will conduct market research for future requirements to enable competition where possible as the technology and marketplace evolve.
