About this opportunity

The Department of the Army Corps of Engineers Engineering District Chicago has issued a Notice of Intent to Sole Source for Dr. David Watkins, PE, a Distinguished Professor of Civil, Environmental, and Geospatial Engineering at Michigan Technological University. This special notice, posted on July 1, 2025, with a due date of July 15, 2025, is designated as a Total Small Business set-aside. The contract falls under NAICS code 541690 for Other Scientific and Technical Consulting Services and PSC code B541 for Special Studies/Analysis-Defense. The primary objective of this sole source contract is to conduct technical peer review of the Great Lakes modeling framework and its application in the Great Lakes Coastal Resiliency Study (GLRCS). The Army Corps of Engineers has determined that Dr. Watkins is uniquely qualified due to his extensive experience in hydrologic modeling, water resources planning, and climate adaptation specific to the Great Lakes region. His prior work with modeling tools applicable to this framework and familiarity with lake level regulation models used in Great Lakes forecasting make him the only identified expert capable of providing the required level of technical review. The agency states that no competitive alternatives were identified with equivalent technical understanding, regional expertise, and credibility. This procurement is structured to ensure the GLRCS modeling results receive appropriate peer review from a recognized expert before public presentation of findings.
